全球低碳经济发展与中国的路径选择

【摘要】:全球气候变暖不仅是当今国际社会密切关注的焦点问题,也是国际学术界争先研究的一大热点问题。全球气候变暖给人类的生存和发展带来严峻挑战,进而引发了全球范围内新一轮低碳经济转型热潮。发展低碳经济成为各国应对气候变化、保护环境以及保障能源安全的基本途径和战略选择。低碳经济被认为是继信息化革命之后的第四次产业革命,作为一种具有包容性的全面、协调、可持续增长方式,它能够有力地推动经济发展方式的转变。改革开放以来,中国经济发展取得了举世瞩目的成就。作为能源消耗大国,高能耗在推动中国经济快速增长的同时,也带来严重的环境污染、生态破坏等问题。因此,中国走低碳经济发展道路已经刻不容缓。本文围绕当前全球低碳经济发展状况与趋势;中国的低碳经济发展及其影响因素;面对气候变暖、环境恶化、能源供求失衡的严峻挑战,中国如何选择正确的低碳经济发展路径等重要问题展开深入研究。 在结构安排上,本文共分为七章: 第一章为绪论,介绍了论文的选题背景、研究意义、国内外研究现状、研究思路与结构安排、本文的创新点与不足之处等内容。其中,国内外研究现状部分,对低碳经济的内涵、低碳经济的影响因素、低碳经济与经济发展方式的转变以及低碳经济发展路径等理论做了系统的梳理。 第二章阐述了低碳经济的概念及低碳经济的理论基础。低碳经济至今没有约定俗成的定义,本文从概念上界定了低碳经济的含义,从不同的角度阐述了低碳经济的内涵。然后从发展理念、自然规律、发展阶段、影响方式、发展途径、发展路径等层面对低碳经济的相关理论进行了系统的梳理,为研究全球低碳经济发展及中国低碳经济的路径选择提供了系统的理论支持。 第三章论述全球低碳经济发展状况、基本趋势及对全球经济的影响。本文选取英国、美国、日本和俄罗斯为研究对象,对这些国家的低碳经济发展状况及趋势进行了分析。这些国家发展低碳经济的成功经验,可以为中国的低碳经济转型提供有益的参考。低碳经济作为一种新兴的经济发展模式,将对全球经济发展产生重要而深远的影响:一是低碳经济将推动全球产业结构和能源结构调整;二是低碳经济将促进全球经济发展方式转变;三是低碳经济发展将构筑全球竞争新格局,主要体现在对国际贸易格局和国际经济格局的影响上;四是碳交易作为低碳经济发展的产物,将主导未来世界经济的发展,在引领经济增长方式转变和节能减排中,具有不可替代的作用;五是低碳经济使发展中国家面临更大挑战,一方面发展中国家的减排压力远远大于发达国家,另一方面绿色贸易壁垒的出现将对发展中国家的出口贸易构成威胁。 第四章研究中国低碳经济发展现状及制约因素。首先论述中国能源消耗与二氧化碳排放现状;然后对中国发展低碳经济的制约因素进行了系统分析。研究结论认为,中国作为能源消耗和碳排放大国,要发展低碳经济必然受到外部因素、内部因素和“偏向性”因素的制约,中国必须认清当前面临的严峻形势,把发展低碳经济作为一项重大而长远的战略任务。 第五章分析了中国向低碳经济转型的路径。一方面,向低碳经济转型是中国经济可持续发展的必然选择,向低碳转型的关键是构建低碳经济发展的理论框架。具体来讲,低碳经济发展模式是以低碳经济理论为指导,以低能耗、低污染、低排放为基础,以低碳发展为努力方向,以节能减排发展方式为重点,以低碳技术为发展方法和手段,以可持续发展为目的的绿色、循环发展模式。另一方面,提出了向低碳经济转型的具体措施,包括调整产业结构、推动技术进步、加强能源体系管理、能源替代、进行技术创新及建立低碳消费方式等。 第六章根据中国低碳发展现状及面临的问题,并在借鉴发达国家低碳经济成功经验的基础上,提出推进中国低碳经济发展的政策建议。 第七章为本文的结论。本文的一个结论性观点是:在全球气候变暖背景下,发展低碳经济是中国社会经济可持续发展的必然选择。低碳经济发展既需要法律法规及政府政策的支持与扶植,也需要制度创新和科技创新的力量支撑,又需要产业结构、能源结构及消费结构的调整。中国应当抓住当前经济转型的有利机遇,大力发展低碳经济。以可持续发展理论为指导,加快产业结构调整,积极开发利用新能源和可再生能源,优化能源消费结构,推进制度创新和科技创新,建设社会主义生态文明,走出一条具有中国特色的低碳经济发展道路。
[Abstract]:Global warming is not only the focus of the international community, but also a hot issue in the international academic community. Global warming has brought serious challenges to the survival and development of human beings, and thus triggered a new round of low carbon economic transformation in the world. The basic way and strategic choice to change, protect the environment and ensure energy security. Low carbon economy is regarded as the fourth industrial revolution following the information revolution. As an inclusive, comprehensive, coordinated and sustainable growth mode, it can vigorously promote the transformation of the economic development mode. Since the reform and opening up, China's economy has developed. As a big energy consumption country, high energy consumption has brought serious environmental pollution and ecological destruction as well as the rapid growth of China's economy. Therefore, China has no delay in the development of low-carbon economy. This paper focuses on the current situation and trend of low carbon economy development in the world; low carbon in China. Economic development and its influencing factors; facing the severe challenge of climate warming, environmental deterioration, and the imbalance of energy supply and demand, how to choose the right low-carbon economic development path and other important issues in China will be deeply studied.
In the structure arrangement, this article is divided into seven chapters.
The first chapter is the introduction, which introduces the background of topic selection, research significance, research status at home and abroad, research ideas and structure arrangement, the innovation and inadequacies of this paper. Among them, the current research status at home and abroad, the connotation of low carbon economy, the influence factors of low carbon economy, the transformation of low carbon economy and economic development mode, and low carbon The theory of the path of economic development has been systematically combed.
The second chapter expounds the concept of low carbon economy and the theoretical basis of low carbon economy. Low carbon economy has not been defined as a conventional economy so far. In this paper, the meaning of low carbon economy is defined from the conceptual boundary, and the connotation of low carbon economy is expounded from different angles. Then, the concept of development, natural law, development stage, influence mode, way of development and development path are then discussed. The related theories of low carbon economy are systematically combed, which provide systematic theoretical support for the study of the global low-carbon economy development and the path selection of low carbon economy in China.
The third chapter discusses the global low carbon economy development situation, the basic trend and the influence on the global economy. This article selects Britain, the United States, Japan and Russia as the research object, and analyzes the development and trend of low carbon economy in these countries. The successful experience of developing low carbon economy in these countries can be used for the transition of low carbon economy in China. The low carbon economy, as a new economic development model, will have an important and far-reaching impact on the global economic development. One is that low carbon economy will promote the adjustment of global industrial structure and energy structure; two, low carbon economy will promote the transformation of the global economic development mode; the three is that low carbon economic development will build a global competition. The new pattern is mainly reflected in the influence on the international trade pattern and the international economic pattern. Four is the carbon trading as a product of the development of low carbon economy, which will lead the development of the future world economy, and have irreplaceable use in leading the transformation of economic growth mode and energy saving and emission reduction; the five is that the low-carbon economy makes the developing countries face the more. On the one hand, the pressure of emission reduction in developing countries is far greater than that of developed countries. On the other hand, the emergence of green trade barriers will pose a threat to the export trade of developing countries.
The fourth chapter studies the current situation and restrictive factors of low carbon economy in China. First, the current status of energy consumption and carbon dioxide emissions in China is discussed, and then the restrictive factors of developing low carbon economy in China are systematically analyzed. The conclusion is that, as a big power consumption and carbon emission country, the development of low carbon economy is bound to be influenced by external factors. Under the constraints of internal and "biased" factors, China must recognize the severe situation facing the present and take the development of low carbon economy as a major and long-term strategic task.
The fifth chapter analyzes the path of China's transition to low carbon economy. On the one hand, the transition to low carbon economy is the inevitable choice for the sustainable development of China's economy. The key to the transition to low carbon is the theoretical framework for the development of low carbon economy. In particular, the low carbon economic development model is guided by low carbon economy theory, with low energy consumption, low pollution and low emission. On the basis of low carbon development as the effort direction, focusing on the development mode of energy saving and emission reduction, with low carbon technology as the development method and means, the sustainable development is the green and circular development model. On the other hand, the concrete measures for the transition to low carbon economy are put forward, including the adjustment of the industrial structure, the advancement of technology and the strengthening of the energy system. The sixth chapter, based on the current situation of China's low carbon development and the problems faced, and on the basis of the successful experience of low carbon economy in developed countries, puts forward the policy proposals to promote the development of low carbon economy in China.
The seventh chapter is the conclusion of this article. A conclusion is that under the background of global warming, the development of low carbon economy is the inevitable choice for the sustainable development of China's social economy. The development of low carbon economy needs both the support and support of laws and regulations and government policies, and the support of the strength of innovation and innovation of science and technology, and the need for the development of the low carbon economy. The adjustment of industrial structure, energy structure and consumption structure. China should seize the favorable opportunity of the current economic transformation and vigorously develop the low carbon economy. Guided by the theory of sustainable development, we should accelerate the adjustment of industrial structure, actively develop and utilize new and renewable energy, optimize the structure of energy consumption, promote institutional innovation and scientific and technological innovation. Socialist ecological civilization goes out of the road of low-carbon economy with Chinese characteristics.
