四川省环境规制、创新能力与产业结构优化的空间关系研究

【摘要】：过去几十年,我国在经济社会等各方面取得巨大成就,经济总量跃居全球第二,人民生活水平迈上新台阶。在经济飞速发展的同时也带来诸多问题,比如经济发展的质量、可持续性等。毋庸置疑的是,在很长一段时间里我国的经济增长方式特别是产业结构存在着严重制约着我国经济的发展。因此产业结构优化问题不仅是当今政府亟需重视与解决的问题,也是许多学者研究的热点议题。国务院于2005年12月2日颁布发布实施《促进产业结构调整暂行规定》的决定,同时国家发展改革委员会应国务院《暂行规定》的要求,发布《产业结构调整指导目录》,将规定落到实处,我国对产业结构的调整正式拉开序幕。我国如今依然面临许多挑战,特别是面对资源环境约束增强、科技创新能力不强、区域发展竞争加剧、社会矛盾明显增多等压力。因此针对环境约束增强、科技创新能力不强的挑战,研究环境规制、创新能力对产业结构优化的影响规律及方式具有重要理论意义和现实意义。本文以四川省为例,从空间的角度实证考查了四川省各市州环境规制、创新能力对产业结构的影响。 (1)本文首先验证了四川省各市州产业结构优化在地理空间上的自相关性质,结果显示四川省21市州产业结构优化指标的Moran指数介于0.1至0.3之间,个别年份呈现较强的空间自相关,说明在全局层面上,四川省产业结构优化指标在空间分布上存在一定正自相关关系。其次在局部自相关分析中,我省具有空间自相关的地区处于多数地位,且我省东北部地区整体为较高的产业结构优化水平,出现了高产业优化水平的聚集,而中心地区处于较低的产业结构优化群落中。 (2)本文使用空间面板数据模型从整体上研究环境规制、创新能力对产业结构优化的影响方式,发现环境规制对产业结构优化的影响为倒“U”型,创新能力对产业结构优化的影响为“U”型,自相关系数显著大于零,也再次验证了产业结构优化在空间上存在自相相关性。 (3)通过地理加权模型分析环境规制、创新能力对产业结构优化影响的空间演变规律,发现环境规制对产业结构优化有较大正向影响的地区随着时间的推移逐渐从巴中、达州等东北部地区扩大到全川范围内,影响程度也逐渐增强,创新能力对产业结构优化的影响则是由成都眉山等中心区域向外围辐射逐渐减弱。 (4)针对文章的分析结果提出相应的政策建议。
[Abstract]:In the past few decades, China has made great achievements in various fields, such as economy, society, etc., the total economic volume has leapt to the second place in the world, and the people's living standard has reached a new level. The rapid development of the economy also brings many problems, such as the quality of economic development, sustainability and so on. There is no doubt that the mode of economic growth, especially the industrial structure, has seriously restricted the development of our economy for a long time. Therefore, the optimization of industrial structure is not only a problem that the government needs to pay attention to and solve, but also a hot topic for many scholars. On December 2, 2005, the State Council promulgated and issued a decision to implement the interim provisions on promoting Industrial restructuring, and the State Development and Reform Commission, at the request of the State Council, The publication of the guiding catalogue of Industrial structure Adjustment will put the regulations into practice, and the adjustment of industrial structure in our country will officially begin. Nowadays, China is still facing many challenges, especially in the face of increasing resource and environment constraints, weak scientific and technological innovation ability, intensified regional development competition, and obvious increase of social contradictions, and so on. Therefore, it is of great theoretical and practical significance to study the influence of environmental regulation and innovation ability on the optimization of industrial structure in view of the challenge of the enhancement of environmental constraints and the weak ability of scientific and technological innovation. Taking Sichuan Province as an example, this paper empirically examines the environmental regulation of all cities and prefectures in Sichuan Province from the perspective of space. The influence of innovation ability on the industrial structure. (1) this paper first verifies the auto-correlation property of the optimization of industrial structure in the geographical space of the cities and prefectures of Sichuan Province. The results show that the Moran index of the industrial structure optimization index of 21 prefectures in Sichuan Province ranges from 0. 1 to 0. 3, and the spatial autocorrelation is strong in individual years, indicating that on the overall level, There is a positive autocorrelation relationship in the spatial distribution of the industrial structure optimization index in Sichuan Province. Secondly, in the local autocorrelation analysis, the areas with spatial autocorrelation in our province are in the majority position, and the northeast of our province as a whole is the higher level of industrial structure optimization, there is a high level of industrial optimization aggregation. The central region is in the low industrial structure optimization community. (2) this paper uses spatial panel data model to study the impact of environmental regulation and innovation ability on industrial structure optimization. It is found that the influence of environmental regulation on industrial structure optimization is inverted "U" type, and the influence of innovation ability on industrial structure optimization is "U" type, and the autocorrelation coefficient is significantly greater than zero. It also verifies the spatial correlation of industrial structure optimization. (3) the spatial evolution law of the influence of innovation ability on industrial structure optimization is analyzed by geographical weighted model. It is found that the areas where environmental regulation has a greater positive impact on the optimization of industrial structure gradually expand from Bazhong, Dazhou and other northeastern areas to the whole Sichuan, and the degree of influence increases gradually with the passage of time. The influence of innovation ability on the optimization of industrial structure is gradually weakened from the central region of Chengdu Meishan to the periphery. (4) the corresponding policy suggestions are put forward in view of the analysis results of the article.
