“新常态”背景下内蒙古发展研究

【摘要】：“新常态”这一命题在世界各国各领域都有其广泛的使用含义,而我国发展“新常态”命题是指我国的经济发展从传统的发展方式升级到新的发展方式,经济发展速度从高速发展转变为中高速发展的状态。是我国经济社会的全面发展进行的一场深化改革。我国发展“新常态”主要以经济领域为改革对象,同时也包含社会、政治、民生、生态各领域的全面深化改革。内蒙古自治区是我国最早建立的少数民族自治区。内蒙古自治区始终坚持理论结合实践,党的民族地区发展政策与实际发展情况相结合的原则来指导自治区的全面发展,并取得了发展的辉煌成就。但是,在发展过程中仍然遗留和存在着很多问题,需要整理分析当前的发展特征和存在的问题的基础上,寻找在发展“新常态”时期的指导理念和路径选择。本文主要运用文献解读法和访谈法对此问题进行调研,并运用辩证分析法对发展“新常态”背景下的内蒙古自治区发展环境,调整经济结构、转变发展方式、切换增长动力时面临的机遇及与“新常态”相伴而来的新矛盾、新挑战进行研究,试图找出在发展“新常态”背景下内蒙古自治区的发展方式,为内蒙古自治区实现可持续发展和生态文明建设提供理论支持。本文最后得出的观点是：内蒙古地区面对“新常态”带来的挑战,寻找其发展机遇的基础上主要从转变发展理念,推进全面深化改革,处理好政府与市场的关系和坚持人民主体地位四个方面作为内蒙古地区处于“新常态”时期的主要路径选择继续全面深化改革。
[Abstract]:The proposition of "new normal" has its extensive meaning in all fields of the world, while the proposition of "new normal" in China refers to the upgrading of China's economic development from the traditional mode of development to the new mode of development. The speed of economic development has changed from a high-speed development to a medium-high-speed development state. Is our country economy society all-round development carries on a deepening reform. The development of "new normal" in our country mainly takes the economic field as the reform object, also includes the society, the politics, the people's livelihood, the ecology each field comprehensively deepens the reform. Inner Mongolia Autonomous region is the earliest ethnic minority autonomous region established in China. The Inner Mongolia Autonomous region has always adhered to the principle of combining theory with practice, and the Party's development policy of ethnic areas and actual development conditions to guide the overall development of the autonomous region, and has made brilliant achievements in development. However, there are still many problems in the process of development. It is necessary to sort out and analyze the current development characteristics and existing problems, and find out the guiding idea and path choice in the period of "new normal" development. This article mainly uses the literature interpretation method and the interview method to carry on the investigation to this question, and uses the dialectical analysis method to develop the Inner Mongolia Autonomous region development environment under the "New normal" background, adjusts the economic structure, changes the development way. In order to find out the development mode of Inner Mongolia Autonomous region under the background of the development of "new normal", the opportunities and new contradictions and new challenges associated with the "new normal" are studied in order to find out the development mode of Inner Mongolia Autonomous region. To provide theoretical support for the realization of sustainable development and ecological civilization construction in Inner Mongolia Autonomous region. The last point of this paper is: facing the challenge of "new normal", the Inner Mongolia region seeks its development opportunity mainly from the transformation development idea, promotes the overall deepening reform. Dealing with the relationship between the government and the market and insisting on the main position of the people as the main path in Inner Mongolia during the period of "new normal", we should continue to deepen the reform in an all-round way.
