供给侧与需求侧的协调机制与均衡实现路径探析

【摘要】：供给和需求是市场构成的两个基本要素,分别与“供给侧”和“需求侧”相对应,供给侧结构性改革下如何实现供给侧与需求侧的均衡也是亟待解决的问题。本文首先梳理了供给侧改革与需求侧调控的理论与政策依据,进而对供给侧与需求侧协调与实现路径进行探讨。在供给侧结构性改革背景下,实现供给侧与需求侧的均衡需从以下四个方面进行:首先,使用货币政策与宏观审慎政策等需求侧调控手段应对供给侧改革中的金融风险;其次,应注重产品管理和货币调控相结合,保持市场流动性;再次,供给侧结构性调整与需求侧总量调控相结合,并注重需求侧调控的结构性改革;最后充分发挥需求侧的逆周期监管功能。
[Abstract]:Supply and demand are two basic elements of market composition, which correspond to "supply-side" and "demand-side" respectively. How to realize supply-side and demand-side equilibrium under supply-side structural reform is also an urgent problem to be solved. This paper firstly combs the theoretical and policy basis of supply-side reform and demand-side regulation, and then discusses the coordination and realization path between supply-side and demand-side. In the context of supply-side structural reform, the realization of supply-side and demand-side balance should be carried out from the following four aspects: first, to deal with the financial risks in supply-side reform by means of supply-side regulation such as monetary policy and macro-prudential policy, etc. We should pay attention to the combination of product management and monetary control to maintain market liquidity, third, to combine supply-side structural adjustment with demand-side aggregate regulation, and pay attention to the structural reform of demand-side regulation and control. Finally, the function of counter-cycle supervision on demand side is brought into full play.
