包头市产业升级对生态城市建设的影响研究

【摘要】：包头作为西部重工业城市，应大力促进产业系统的健康发展来实现其经济实力的提升。但是在当前的产业发展模式下，经济发展必然会给环境和资源造成很大的破坏，如不加以改变，包头的经济总量虽然会在短期内获得迅速提升，但必定在不久的将来面临更为严峻的生态挑战。因此，在产业升级过程中促进产业结构的高级化演变，改变当前低效率、高污染的产业结构，建立起既能提升经济实力，又能实现城市可持续发展的产业升级模式，才能从真正意义上把包头建成生 态文明城市。本文以包头市为研究对象，首先在对国内外生态城市建设理论及产业升级理论进行评述的基础上，根据包头市1978-2013年GDP及其三次产业比重的变化，得出包头市产业结构正在逐渐从“二、三、一”向“三、二、一”转型；其次利用典型相关分析法分析产业结构变动对环境的影响，数据显示二者存在较强的相关关系，并且典型变量将环境质量指标中的废水排放量、废气排放量和二氧化硫排放量提取出来，典型载荷分别为-0.845、0.959和0.908，产业结构的解释变量为第二、第三产业比重，典型载荷分别为0.966、0.763。以上结果表明：包头市第二、第三产业对大气环境影响最大，对水环境影响次之，而且第二产业对二者的影响大于第三产业，，对于比重较小的第一产业对大气环境和水环境的影响最小；再应用时间序列模型中的单整性检验和Granger检验来探究产业结构与生态环境之间的因果关系是否长期均衡稳定，同时构建产业结构的生态环境影响指数（IIISNE），数据计算结果显示：近20年IIISNE值一直维持在4.2以上，与此同时，包头市国内生产总值增加了35倍，说明产业结构整体对生态环境的干扰和影响程度偏高，包头市的社会经济快速发展是以生态环境的恶化为代价，表明了其经济发展的不可持续性，也促使包头在今后的生态城市建设中需要加快产业升级，改变以工业为主的发展模式，加快发展服务业，不断提高服务业比重。最后根据以上分析结果，结合包头市生态城市建设及目前的产业结构情况，提出包头市产业升级的目标及相关对策建议。
[Abstract]:Baotou, as a western heavy industrial city, should vigorously promote the healthy development of industrial system to achieve its economic strength. However, under the current industrial development model, economic development will inevitably cause great damage to the environment and resources. If it is not changed, the total economic volume of Baotou will increase rapidly in the short term. But it is bound to face even more serious ecological challenges in the near future. Therefore, in the process of industrial upgrading, we can promote the advanced evolution of industrial structure, change the current low efficiency and high pollution industrial structure, and establish an industrial upgrading model that can not only enhance economic strength but also realize the sustainable development of the city. Only in real sense can Baotou be built into a civilized city. In this paper, Baotou City is taken as the research object. Firstly, based on the review of the theory of eco-city construction and the theory of industrial upgrading at home and abroad, the change of GDP and its three industrial proportions in Baotou City from 1978 to 2013 is discussed. It is concluded that the industrial structure of Baotou City is gradually changing from "two, three, one" to "three, two, one". Secondly, the impact of industrial structure change on environment is analyzed by using the canonical correlation analysis method. The data show that there is a strong correlation between the two. The typical load is -0.845% 0.959 and 0.908 respectively. The explanatory variables of industrial structure are the second, the third industry specific gravity, and the typical load are 0.966n0.763.The typical variables are the waste water discharge, the waste gas discharge and the sulfur dioxide emission from the environmental quality index, and the typical loads are -0.845 ~ 0.959 and 0.908, respectively. The results show that the third industry has the greatest influence on the atmospheric environment and the second industry on the water environment in Baotou City, and the second industry has more influence on them than the third industry. The primary industry with small proportion has the least influence on the atmospheric environment and water environment, and then applies the univariate test and Granger test in the time series model to explore whether the causal relationship between the industrial structure and the ecological environment is stable for a long time. At the same time, the ecological environment impact index (IIISNE),) data of constructing industrial structure show that the IIISNE value of Baotou City has been kept above 4.2 in the past 20 years, meanwhile, the gross domestic product of Baotou City has increased by 35 times. It shows that the whole industrial structure has a high degree of interference and influence on the ecological environment, and the rapid social and economic development of Baotou City is at the cost of the deterioration of the ecological environment, which shows that the economic development of Baotou City is not sustainable. It also urges Baotou to speed up the industrial upgrading, change the industry-oriented development model, speed up the development of the service industry and continuously increase the proportion of the service industry in the construction of the ecological city in the future. Finally, according to the above analysis results, combined with the ecological city construction of Baotou city and the current industrial structure, the paper puts forward the target of the industrial upgrading of Baotou city and the relevant countermeasures and suggestions.
