劳动价值论视域下我国公平与效率关系的演变历程及启示

【摘要】：效率与公平关系能否均衡发展，是鉴别社会文明程度的重要指标，也是社会建设过程所致力于实现的重要目标。新中国建立伊始，中国共产党就把建立一个公平而又富强的新国家确为已任，一直为实现公平前提下的快速发展而努力奋斗，因此每一个历史时期对公平与效率关系的处理都极具特色，甚至成为划分不同历史时期的标志之一。随着我国社会主义市场经济的纵深发展，效率与公平的矛盾日渐凸显，已成为制约社会经济、政治生活健康发展的主要因素。因此，梳理建国以来各个历史时期效率和公平关系的演变特点，总结经验，吸取教训，获得启示，不仅是理论认识的升华，更是实践发展的需要。 本文以马克思劳动价值论中的公平效率观为理论依据，以建国以来我国公平与效率关系的演进历程为研究对象，分析不同历史时期的认识变化和实践经验，力求对当前我国经济建设中正确处理公平与效率关系有所启示。正文结构包括以下几个方面： 第一部分：介绍马克思劳动价值论视域下对我国公平效率关系研究的背景和意义，对国内外研究的现状和本文的主要研究方法做了简单地概述。 第二部分：对马克思劳动价值论中的公平效率观进行阐述。劳动价值论的公平效率思想主要包括：公平交换劳动、公平支出劳动和公平参与劳动为主要内容的公平思想；以市场竞争决定生产效率的效率思想；社会制度是实现公平与效率相统一的决定因素。 第三部分：以马克思劳动价值论的公平效率观为视角，梳理和总结建国以来我国各个历史时期处理公平与效率关系的指导思想和实践过程，并作简要评述。依据特点共分为三个时期：建国初期至改革开放前公平优先兼顾效率的时期；改革开放初期至本世纪初效率优先兼顾公平的时期；改革开放新时期公平效率并举，更加注重公平的时期。 第四部分：以史为鉴，提出当前我国正确处理公平效率关系的启示。坚持劳动价值论是提高效率促进公平的理论基础；注重提高生产效率与分配公平是构建和谐社会的重要保障；注重提高生产效率与分配公平是实现全面建成小康社会的重要保障。
[Abstract]:Whether the relationship between efficiency and fairness can develop in a balanced way is an important index to distinguish the degree of social civilization and an important goal to be realized in the process of social construction. Since the founding of New China, the Communist Party of China has made it its duty to establish a fair, prosperous and strong new country, and has been striving to achieve rapid development under the premise of fairness. Therefore, the relationship between fairness and efficiency in each historical period has its own characteristics, and even becomes one of the marks of dividing different historical periods. With the deep development of socialist market economy in China, the contradiction between efficiency and fairness has become increasingly prominent, which has become the main factor restricting the healthy development of social economy and political life. Therefore, it is not only the sublimation of theoretical understanding, but also the need of practical development to sort out the evolution characteristics of efficiency and equity relations in every historical period since the founding of the people's Republic of China, sum up experience, draw lessons and get enlightenment. Based on the theory of fair efficiency in Marx's theory of labor value and the evolution of the relationship between fairness and efficiency since the founding of the people's Republic of China, this paper analyzes the changes of cognition and practical experience in different historical periods. In order to correctly deal with the relationship between fairness and efficiency in the current economic construction in China. The main body structure includes the following aspects: the first part: introduce the background and significance of the research on the fair efficiency relation of our country under the view of Marx's theory of labor value. The present situation of domestic and foreign research and the main research methods of this paper are briefly summarized. The second part: the fair efficiency view in Marx's theory of labor value. The theory of fair efficiency of labor value mainly includes: fair exchange of labor, fair expenditure of labor and fair participation in labor as the main content of fair thinking; Social system is the decisive factor to realize the unity of fairness and efficiency. The third part: from the angle of view of fair efficiency of Marx's theory of labor value, this paper summarizes and summarizes the guiding ideology and practical process of dealing with the relationship between fairness and efficiency in every historical period since the founding of the people's Republic of China, and makes a brief comment on it. According to its characteristics, it can be divided into three periods: the period from the beginning of the founding of the people's Republic of China to the period before the reform and opening up; the period from the beginning of the reform and opening up to the beginning of this century; A period of greater emphasis on equity. The fourth part: taking history as a mirror, puts forward the enlightenment of dealing with the fair efficiency relationship correctly in our country at present. Adhering to the theory of labor value is the theoretical basis for improving efficiency and promoting fairness, and paying attention to improving production efficiency and distributing fairness is an important guarantee for building a harmonious society.
