环首都经济圈产业调整研究

【摘要】：环首都经济圈的发展战略是河北省在“十二五”规划中提出的一项重要任务。北京是全国的政治、经济、金融、科教、人才、信息中心，而且是全国最高端的市场。在一定条件下，对于周边地区经济发展与科技进步具有较强的溢出作用和辐射带动作用。对于河北来说，环京津、沿渤海是其独有的区位优势，但是，长期以来，河北省环首都的区域虽然地域广阔，资源丰富，经济发展却比较缓慢，与首都的经济、社会发展落差十分巨大。如何利用好环首都的区位优势，吸收利用首都的辐射带动效应，推动河北省经济发展，是多年来河北省始终思考的问题。在环首都经济圈的发展战略中，从承德、张家口、廊坊、保定4市选择紧邻北京、基础较好、潜力较大的14个县(市、区)，建设“14县1圈4区6基地”，旨在充分发挥本地区地理优势的基础上，结合自身特点，承接首都的产业转移，促进环首都经济圈与首都的产业合作，将北京更多的资金、技术、人才等发展资源吸引到河北，让北京的市场需求更多地由河北省来满足，，全力做好与此相关的政策对接、功能对接、产业对接和设施对接，把环首都地区打造成为经济发达、城市繁荣、生态良好的高地。然而，环首都经济圈的发展战略规划再好还需有力的实施，规划的目标才能实现，而这是一项复杂的系统工程。本文正是基于此背景，研究环首都经济圈发展战略实施过程中的产业调整问题。本文从国内对环首都经济圈的研究现状出发，利用2003-2011年的数据，对河北省环首都经济圈各县（市）的产业结构进行分析，通过对环首都经济圈产业发展进行SWOT分析，阐明环首都经济圈产业发展与调整的合理性，此外，通过计算区位商和产业结构相似系数，指出了环首都经济圈产业结构存在的问题，由此，指明了产业发展及调整的思路。论文共分为六部分。第一部分主要论述环首都经济圈的写作背景及国内有关这方面的研究，指出本论文的创新点和不足。第二部分介绍了论文的理论基础，并简单介绍了一些分析指标以及这些指标的作用。第三部分是环首都经济圈产业发展分析。第四部分是环首都经济圈产业调整的SWOT分析。第五部分指出了环首都经济圈产业调整的路径。第六部分指出了促进产业调整的政策措施。
[Abstract]:The development strategy of the economic circle around the capital is an important task put forward by Hebei Province in the twelfth five-year plan. Beijing is the national political, economic, financial, science and education, talent, information center, and the country's top market. Under certain conditions, it has a strong spillover effect and radiation driving effect for the economic development and scientific and technological progress in the surrounding areas. For Hebei, the region around Beijing and Tianjin, along the Bohai Sea, is its unique geographical advantage. However, for a long time, although the region around the capital of Hebei Province is vast and rich in resources, the economic development of Hebei Province is relatively slow, compared with the economy of the capital. The gap in social development is enormous. How to make good use of the regional advantages of the capital, absorb and utilize the radiation driving effect of the capital, and promote the economic development of Hebei Province has been the problem that Hebei Province has been thinking about for many years. In the development strategy of the economic circle around the capital city, from Chengde, Zhangjiakou, Langfang, Baoding four cities to choose next to Beijing, the foundation is good, the potential is great 14 counties (cities, districts), build "14 counties 1 circle 4 district 6 base", On the basis of giving full play to the geographical advantages of the region and combining its own characteristics, it aims to undertake the industrial transfer of the capital, to promote industrial cooperation between the economic circle around the capital and the capital, and to attract more capital, technology, talent and other development resources from Beijing to Hebei. Let the market demand of Beijing be more satisfied by Hebei province, do the policy docking, function docking, industry docking and facilities docking, turn the capital area into a highland with developed economy, prosperous city and good ecology. However, the development strategic planning of the economic circle around the capital still needs to be carried out, and the goal of the plan can be realized, which is a complex system engineering. Based on this background, this paper studies the industrial adjustment in the implementation of the development strategy of the Capital Economic Circle. Based on the current situation of domestic research on the economic circle around the capital city, using the data from 2003 to 2011, this paper analyzes the industrial structure of the counties (cities) around the capital economic circle of Hebei Province, and carries on the SWOT analysis on the industrial development of the economic circle around the capital city of Hebei Province. This paper expounds the rationality of the industrial development and adjustment of the economic circle around the capital city. In addition, by calculating the similarity coefficient between the location quotient and the industrial structure, the paper points out the problems existing in the industrial structure of the economic circle around the capital city, and points out the ideas of industrial development and adjustment. The thesis is divided into six parts. The first part mainly discusses the writing background and the domestic research of this area, and points out the innovation and deficiency of this paper. The second part introduces the theoretical basis of the paper, and briefly introduces some analysis indicators and the role of these indicators. The third part is the analysis of the industrial development of the economic circle around the capital city. The fourth part is the SWOT analysis of the industrial adjustment around the Capital Economic Circle. The fifth part points out the path of industrial adjustment around the capital economic circle. The sixth part points out the policy measures to promote industrial adjustment.
