经济新常态视域下协调发展研究

【摘要】：党的十八大以来,我国经济发展进入全面深化改革的攻坚期、深水区,将处于或长期处于经济增长方式转变、结构调整、增速由高速向中高速转变、投资驱动向要素驱动转变的新常态阶段。经济新常态背景下,如何更好把握经济发展规律,处理好经济与其他各要素之间的平衡性,关乎中国未来经济社会发展进步。我们要充分认识和了解中国在改革开放三十多年来所取得的巨大成就,同时也应全面总结过去发展的经验教训,“以史为镜,可以知兴替”。要做到更好运用马克思主义基本原理、基本方法来剖析中国社会发展的内在矛盾,抓住主要矛盾和矛盾的主要方面,充分运用中国特色社会主义制度的优越性,充分发挥人民群众的创造性和政府合理的管控能力,来解决阻碍中国未来发展的瓶颈和困难。在新阶段,我们要加强对协调发展重要性紧迫性的认识,在思想上高度重视各方面协调发展,充分利用当下发展环境的利好,为我国未来社会发展出力出智。要不断构建完善政府职能转变新常态,加大落实行政审批权力下放和监管的体系建立,提升政府在经济社会发展中的宏观调控能力,努力营造公平公正协调发展新环境。要不断构建创新驱动新常态,使技术创新在新阶段的发展中占据重要位置,以经济中的技术创新推动其他方面的创新,加大对创新人才的培养、保障、引领,对创新产业大力扶持等,从而推动经济社会的协调发展。只有上述各方面的体制机制建构完善,我们在经济新常态下的伟大中国梦才有实现的可能。
[Abstract]:Since the 18th National Congress of the Party, China's economic development has entered a critical period of comprehensive deepening reform. The new normal stage of investment-driven to factor-driven transformation. Under the background of the new normal state of economy, how to better grasp the law of economic development and deal with the balance between economy and other elements is related to the future economic and social development of China. We should fully understand and understand the great achievements China has made in the past 30 years of reform and opening up, and at the same time, we should sum up the experience and lessons of the past development in an all-round way. It is necessary to make better use of the basic principles and methods of Marxism to analyze the inherent contradictions in the development of Chinese society, to grasp the main contradictions and contradictions, and to make full use of the superiority of the socialist system with Chinese characteristics. Give full play to the creativity of the people and the government's reasonable control ability to solve the bottlenecks and difficulties that hinder the future development of China. In the new stage, we should strengthen the understanding of the importance of coordinated development, attach great importance to the coordinated development of all aspects, make full use of the positive effects of the present development environment, and make great efforts to develop our country's future society. It is necessary to constantly construct and perfect the new normal of government functions, strengthen the establishment of administrative examination and approval decentralization and supervision system, enhance the government's macro-control ability in economic and social development, and strive to create a new environment for fair, just and coordinated development. We should constantly build a new normal driven by innovation, make technological innovation play an important role in the development of the new stage, promote innovation in other fields with technological innovation in the economy, and increase the training, protection, and guidance of innovative talents. Only the above-mentioned institutional mechanism is perfect, our great Chinese Dream under the new normal state of economy can be realized.
