三重约束下的政企合谋:我国体制性产能过剩的形成逻辑

【摘要】：当前,我国许多行业都出现了严重的产能过剩,其性质主要表现为体制性产能过剩。体制性产能过剩之所以会形成,其原因在于地方政府和国有企业在债务软约束、地区强竞争和要素价格扭曲三者共同作用下的投资和GDP增长合谋。而债务软约束、地区强竞争和要素价格扭曲的背后则是一系列的制度安排问题。因此,化解我国体制性产能过剩的关键在于深化改革,强化市场主导,将资源配置从政府之手向市场之手转变。
[Abstract]:At present, there is serious overcapacity in many industries in our country, which is mainly characterized by institutional overcapacity. The reason for the formation of institutional overcapacity lies in the joint investment and GDP growth of local governments and state-owned enterprises under the joint action of debt soft constraint, strong regional competition and factor price distortion. There are a series of institutional problems behind soft debt constraint, strong regional competition and distortion of factor price. Therefore, the key to resolve our country's system overcapacity lies in deepening the reform, strengthening the market leading, and transforming the allocation of resources from the government's hand to the market's hand.
