生态效率与创新能力的耦合关系研究

【摘要】:随着我国社会经济迅速发展,在社会经济发展与人们物质生活改善的同时,资源浪费以及环境污染问题也逐渐凸显。在中国经济发展“新常态”下,实现可持续发展是对社会发展的一个长期挑战。生态效率兼顾经济效益和环境效益,代表着社会活动所实现的经济价值与其造成的环境影响之间的关系,反映了可持续发展的目标。基于此,本文通过生态效率来衡量经济发展的可持续性,并试图从创新的角度出发,检验生态效率与创新能力之间的相互关系。本文首先简要叙述了关于生态效率的研究背景和意义,并总结了国内外生态效率与创新能力的研究进展及其研究成果;同时,介绍了生态效率概念的内涵与发展,归纳出生态效率定义的基本思想就是在最大化社会经济价值的同时,使得资源消耗、污染排放与废物排放最小化。其次,对目前国内生态环境情况进行介绍,构建生态效率评价指标体系。随后,通过建立生态效率与创新能力的耦合度模型、耦合协调度模型,对我国2007-2014年30个省市的生态效率与创新能力的耦合协调发展进行定量分析,得出实证结果。通过实证分析,本文得出如下结论:(1)2007-2014年,中国平均生态效率为0.697,随着经济发展与环境保护矛盾日益激化,生态效率整体呈现出下降的趋势。(2)就四大经济板块而言,四大板块之间生态效率与创新能力的耦合协调度、耦合度存在明显地区差异。东部地区的协调度呈现出由两极向中间上升的趋势;中部地区耦合协调度越向内陆地区越低,但8年间整体表现出上升趋势;西部地区越往西北方向发展失调现象越严重,且大部分地区都属于失调状态;东北地区协调度呈现由下至上逐步递减的分布态势。(3)创新是推进我国生态文明建设,提升生态效率的关键因素。
[Abstract]:With the rapid development of our country's social economy, the problems of resource waste and environmental pollution are becoming more and more prominent along with the development of social economy and the improvement of people's material life. Under the new normal of China's economic development, sustainable development is a long-term challenge to social development. Ecological efficiency takes into account economic and environmental benefits, which represents the relationship between the economic value realized by social activities and the environmental impact, and reflects the goal of sustainable development. Based on this, this paper measures the sustainability of economic development through ecological efficiency, and tries to test the relationship between ecological efficiency and innovation ability from the angle of innovation. This paper first briefly describes the research background and significance of ecological efficiency, and summarizes the research progress and research results of ecological efficiency and innovation ability at home and abroad. At the same time, this paper introduces the connotation and development of the concept of ecological efficiency, and concludes that the basic idea of the definition of ecological efficiency is to minimize resource consumption, pollution emission and waste discharge while maximizing the social and economic value. Secondly, the domestic ecological environment is introduced, and the evaluation index system of ecological efficiency is constructed. Then, by establishing the coupling degree model of ecological efficiency and innovation ability and the coupling coordination degree model, this paper makes a quantitative analysis of the coupling and coordination development of ecological efficiency and innovation ability in 30 provinces and cities in China from 2007 to 2014, and obtains the empirical results. Through empirical analysis, this paper draws the following conclusions: (1) from 2007 to 2014, the average ecological efficiency of China is 0.697, with the increasing contradiction between economic development and environmental protection. The overall ecological efficiency shows a downward trend. (2) as far as the four major economic plates are concerned, there are obvious regional differences in the coupling coordination degree and coupling degree of ecological efficiency and innovation ability among the four major economic plates. The degree of coordination in the eastern region increased from the two poles to the middle, the coupling coordination degree in the central region became lower and lower in the inland area, but the overall trend increased in the past eight years. The development of the western region is more and more serious to the northwest, and most of the areas belong to the state of imbalance; The degree of coordination in Northeast China is gradually decreasing from bottom to top. (3) Innovation is the key factor to promote the construction of ecological civilization and enhance ecological efficiency in China.
