贵州革命老区同步小康的产业路径研究

【摘要】：贵州革命老区在革命战争年代对中国革命付出了巨大牺牲，做出了巨大贡献。地理环境和经济、政治环境，革命战争年代的有利条件，现在却成为阻碍经济建设和社会发展的障碍。贵州是全国同步建成小康社会的标志，贵州革命老区是贵州同步小康的短板。2014-2020年这七年时间，贵州革命老区要想与全国同步建成全面小康社会，要充分发挥产业支撑作用。本文从产业角度研究贵州革命老区同步小康的路径，对产业体系的构建与发展提出几点建议，以供参考。 本文在同步小康背景下研究贵州革命老区产业发展。通过对文献的梳理，把握了产业发展最新研究动态。通过对后发赶超理论、产业选择和产业发展理论的阐释，明确了同步小康的可能性以及产业发展路径。在对贵州老区产业发展现状分析基础上，明确了产业特征与发展制约。运用产业选择模式为贵州老区进行产业选择提供方法，并在此基础上，提出了产业整体发展思路，接着又对重点产业发展进行研究，更加细化了研究。最后，提出加快贵州革命老区产业发展的建议。本文依靠这样路线，分为六部分进行研究。 第一部分为绪论。这一部分介绍了研究背景、研究意义，梳理了国内研究现状，并提出了研究方法与研究框架。 第二部分为理论基础。这一部分通过对后发赶超理念的介绍，明确了贵州老区同步小康的可能性。比较优势理论、主导产业选择理论对贵州老区在产业选择方面提供理论指导。产业链理论、不平衡增长理论与产业生命周期理论对贵州老区产业发展提供思路。 第三部分为产业发展与同步小康的关联。通过对产业发展——经济发展——小康社会传导机制的分析，得出产业发展对小康社会的价值。接着分析了贵州老区产业发展特点及制约因素，为后面对策建议提供思路。 第四部分为产业选择与发展思路。这一部分建立产业选择模型，并以遵义市工业为例进行模型运用。通过贵州老区产业发展原则、模式，明确产业发展思路，即打造“四大基地”（资源开发产业基地、特色轻工产业基地、装备制造业基地、文化旅游产业基地）、“七大产业链”（特色轻工产业链、装备制造产业链、能源产业链、煤化工产业链、文化旅游产业链、金属冶炼产业链、特色农产品加工产业链）。 第五部分为重点产业发展。这一部分是本文又一重点，，在分析了产业发展动力，即制度创新、技术进步、管理科学基础上，对贵州老区农业、工业、服务业发展提供思路。农业产业化是农民增收的路径，依靠契约组织形式开展产业化经营，要切实保护好农民利益。贵州老区工业要依托基础发展煤炭电力工业、装备制造业、烟酒等特色轻工和培育发展战略性新兴产业。老区服务业要加快发展生活性服务业，重点提升生产性服务业并优化整合文化旅游产业。 第六部分为产业发展建议。这一部分针对贵州老区产业发展存在的制约因素，从产业规划、产业融资、产业技术和产业联动四个方面提出贵州老区加快产业发展的建议，提供决策参考。
