湖北省节能减排效率评价研究

【摘要】:在全球气候变暖日益严重的背景下,中国在环境和能源方面将会面临越来越大的压力。湖北省作为中部地区的重要经济省份,是产业门类相对比较齐全的老工业基地。经过三十多年的粗放发展,湖北省经济发展遇到了瓶颈,主要表现在以下几个方面:一是全省能源总量和人均资源量严重不足;二是环境污染不断加重;三是环境承载的压力越来越大;四是经济下行的压力巨大。因此,通过研究湖北省节能减排效率,不仅能够解决如何高效利用能源的问题,而且也能够改善湖北省环境状况差的问题,,从而保障湖北省经济可持续发展。 文章主要包括三个部分。第一部分主要描述了湖北省当前的经济发展、能源消费以及节能减排效率现状。通过对数据的统计分析发现,最近几年,湖北省的经济地位得到显著提高,经济发展势头良好,但是经济的发展对能源和环境的依赖过于严重,经济高速发展伴随着高污染、高能耗以及高排放。另外,对比了中部六省2008-2013年的单位GDP能耗、单位GDP电耗、单位工业增加值以及“三废”排放处理情况,通过数据分析发现,湖北省在中部六省的节能减排效率并不高,单位GDP能耗不仅排在中部六省的后半段,而且明显低于全国的平均水平。而“三废”的排放总量连年增加,给湖北省节能减排带来了不小的压力和挑战。 第二部分主要是构建湖北省节能减排效率评价模型。首先,从资源消耗、综合利用和无害化处理三个方面来构建湖北省节能减排效率评价指标体系,然后利用灰色关联度对湖北省十七市(州)节能减排效率进行数据分析,发现天门市的节能减排效率最高,而且天门市的单位GDP能耗、单位GDP电耗、单位工业增加值等明显低于其他市(州),而鄂州市的节能减排效率最差,单位GDP能耗、单位GDP电耗和单位工业增加值等指标的数值明显高于天门市。 第三部分主要结合前面的分析,给出提高湖北省节能减排效率的对策建议,主要从优化产业结构、建立健全节能减排经济政策、强化节能减排监督检查、进行技术创新、推广节能减排市场化机制以及动员全社会参与等。
[Abstract]:In the context of global warming, China will face increasing environmental and energy pressure. Hubei Province, as an important economic province in the central region, is an old industrial base with relatively complete industrial categories. After more than 30 years of extensive development, Hubei's economic development has encountered bottlenecks, mainly in the following aspects: first, the total amount of energy and the amount of per capita resources in the province are seriously inadequate; Third, the pressure of the environment is growing; fourth, the pressure of economic downturn is enormous. Therefore, by studying the efficiency of energy saving and emission reduction in Hubei Province, not only the problem of how to use energy efficiently, but also the problem of poor environmental conditions in Hubei Province can be solved, so as to ensure the sustainable economic development of Hubei Province. The article mainly includes three parts. The first part mainly describes the current economic development, energy consumption and efficiency of energy conservation and emission reduction in Hubei Province. Through the statistical analysis of the data, it is found that in recent years, the economic status of Hubei Province has been significantly improved, and the economic development momentum is good, but the economic development is too dependent on energy and environment, and the rapid economic development is accompanied by high pollution. High energy consumption and high emissions. In addition, the energy consumption per unit GDP, unit GDP power consumption, unit industrial added value and "three wastes" emissions treatment in six central provinces from 2008 to 2013 are compared. Through data analysis, it is found that the efficiency of energy saving and emission reduction in the six central provinces of Hubei Province is not high. Unit GDP energy consumption is not only in the second half of the six central provinces, but also significantly lower than the national average. The total emission of three wastes increases year after year, which brings great pressure and challenge to energy saving and emission reduction in Hubei province. The second part is to construct the efficiency evaluation model of energy saving and emission reduction in Hubei province. Firstly, the evaluation index system of energy saving and emission reduction efficiency in Hubei Province is constructed from three aspects of resource consumption, comprehensive utilization and harmless treatment, and then the data analysis of energy saving and emission reduction efficiency in 17 cities (states) of Hubei Province is carried out by using grey correlation degree. It is found that the efficiency of energy saving and emission reduction in Tianmen City is the highest, and the energy consumption per unit GDP, unit GDP power consumption and added value per unit industry of Tianmen City are obviously lower than those of other cities (states), while the efficiency of energy saving and emission reduction in Ezhou City is the worst, and the energy consumption per unit GDP is the lowest. The power consumption per unit GDP and the value of added value per unit industry were obviously higher than that in Tianmen City. The third part mainly combines the previous analysis, gives the countermeasures and suggestions to improve the efficiency of energy saving and emission reduction in Hubei Province, mainly from optimizing the industrial structure, establishing and perfecting the economic policy of energy saving and emission reduction, strengthening the supervision and inspection of energy saving and emission reduction, and carrying out technological innovation. Promote energy conservation and emission reduction market mechanism and mobilize the whole society to participate.
