京津冀协同发展下张家口绿色产业发展研究

【摘要】：发展绿色产业是我国落实生态文明建设的重要举措。面对环境污染日渐严重、资源日渐短缺的严峻形势,需着力推进绿色、低碳、循环发展。张家口地理位置优越、自然资源丰富、文化底蕴深厚、气候条件独特,具有发展绿色产业得天独厚的优势。在京津冀协同发展上升到国家战略层次的背景下,系统地深入地研究张家口绿色产业发展,有助于拓展绿色产业、可持续发展和循环经济的研究领域,有助于探索经济发展和生态环境相协调的发展路径,能够为张家口制定发展绿色产业的决策提供科学依据,进而有助于张家口加快融入京津冀协同发展步伐,并对保护生态环境和提高资源的有效利用等,都具有重要理论和实践指导作用。近年来,张家口积极发展绿色产业,并取得了一定成效,但也存在一些问题,制约着它的快速发展。在京津冀协同发展战略背景下,以绿色产业相关理论为基础,以张家口绿色产业为研究对象,利用社会统计数据资料,采用文献研究、理论分析和实证分析相结合等方法,从自然条件、经济和社会发展等层面分析张家口发展现状,客观分析张家口融入京津冀协同发展现状,通过DEA评价方法和综合分析,确定了张家口需发展的重点绿色产业为生态农业、食品加工业、以新能源产业为主体的战略性新兴产业和绿色旅游业,通过分析这些绿色产业的发展现状,发现张家口绿色产业在发展过程中存在经济发展与生态保护矛盾突出、产业结构不尽合理、专业型人才匮乏和政府职能弱化等问题,并进行原因分析。最后在京津冀协同发展背景下,从协调经济发展同绿色生态之间的关系、加快调整优化产业结构的进程、加大对绿色产业专门人才的培养和健全和完善政府的职能等4个方面,提出建议和措施,以促进张家口绿色产业的快速发展。
[Abstract]:The development of green industry is an important measure to implement the construction of ecological civilization in China. Facing the serious situation of environmental pollution and shortage of resources, it is necessary to promote green, low carbon and circular development. Zhangjiakou has excellent geographical location, rich natural resources, deep cultural heritage, unique climatic conditions and unique advantages of developing green industry. Under the background of the coordinated development of Beijing-Tianjin-Hebei to the national strategic level, a systematic and in-depth study on the development of green industry in Zhangjiakou will help to expand the research fields of green industry, sustainable development and circular economy. It is helpful to explore a coordinated development path between economic development and ecological environment, to provide a scientific basis for making decisions on the development of green industries in Zhangjiakou, and to help Zhangjiakou speed up its integration into the coordinated development of Beijing-Tianjin-Hebei. It also plays an important role in theory and practice for protecting ecological environment and improving the effective utilization of resources. In recent years, Zhangjiakou actively developed green industry, and achieved certain results, but there are also some problems, restricting its rapid development. Under the background of the cooperative development strategy between Beijing, Tianjin and Hebei, based on the related theory of green industry, taking Zhangjiakou green industry as the research object, using the social statistical data, using the methods of literature research, theoretical analysis and empirical analysis, etc. This paper analyzes the present situation of Zhangjiakou's development from the aspects of natural conditions, economic and social development, and objectively analyzes the present situation of Zhangjiakou's integration into Beijing-Tianjin-Hebei cooperative development, and through the method of DEA evaluation and comprehensive analysis, The key green industries to be developed in Zhangjiakou are ecological agriculture, food processing industry, strategic emerging industries with new energy industry as the main body and green tourism. By analyzing the development status of these green industries, It is found that there are some problems in the development of Zhangjiakou green industry, such as the contradiction between economic development and ecological protection, the unreasonable industrial structure, the shortage of professional talents and the weakening of government functions, etc. Finally, in the context of the coordinated development of Beijing, Tianjin and Hebei, from the four aspects of coordinating the relationship between economic development and green ecology, speeding up the process of adjusting and optimizing the industrial structure, increasing the training of green industry professionals and perfecting the functions of the government, etc. Put forward suggestions and measures to promote the rapid development of Zhangjiakou green industry.
