我国产业集群协同创新能力评价研究

【摘要】：在经济全球化的条件下，竞争日趋激烈、产品更新换代加快，四处可得的要素已经不再能使企业获得长期竞争力，为了应对这种变化，从事同一产业的大量企业开始在特定的空间范围内聚集以实现资源共享、优势互补的目的，因此逐步建立起与当地区域紧密联系的产业集群。从国内外的实践经验来看，产业集群在加快中小企业的发展、推动工业化进程、增加当地就业人口、促进地区经济增长、维持社会稳定方面所起到的效果日益显著。同时，21世纪是知识不断创新、科学技术突飞猛进、国内外市场竞争日趋激烈的时代，世界经济全球化、区域经济一体化已成为全球经济发展的新趋势。产业集群实践证明，产业集群不仅可以促进集群竞争力的提升，而且可以形成集群式创新效应，从而进一步提升集群的创新能力。我国产业集群初步形成于20世纪80年代，目前我国产业集群现象逐步体现出类型多样化、空间范围布局广泛化的态势，其在完善产业结构、转变经济增长模式、加快经济发展进程等方面正发挥着日益突出的作用，这已广泛地引起了地方政府的重视。但由于我国产业集群起步较晚，与国际先进发展水平存在着较大的差距，这在一定程度上制约着我国产业集群的发展与繁荣。因此，本文进行了以下方面的研究：首先，本文从产业集群的研究基础出发，阐述了国内外对产业集群创新问题的研究现状，并结合产业集群协同创新理论和本文研究的实际情况对产业集群协同创新概念及其特征进行了界定，进一步明确产业集群与创新的相互关系。其次，，本文从时间和空间两个视角分析了我国产业集群的发展历程，在此基础上，基于对产业集群协同创新概念的界定，分别从产业集群协同创新的主体能力和支撑能力视角对我国产业集群协同创新能力的发展现状进行了分析，进而从政府机构、中介组织和企业三个层面提出了促进我国产业集群协同创新能力提升的对策和建议。最后，本文结合产业集群协同创新能力的主要影响因素，分别从集群协同创新主体能力维度、集群协同创新支撑能力维度和集群协同创新绩效能力维度三个层面构建了涵盖政府机构、中介组织、企业等集群组成要素的用于评价集群协同创新能力的指标体系，并进行实证研究，验证了所构建的指标体系的系统性与科学性。
[Abstract]:Under the conditions of economic globalization, competition is becoming more and more intense, product upgrading is accelerating, and the widely available elements are no longer able to enable enterprises to gain long-term competitiveness. In order to cope with this change, A large number of enterprises engaged in the same industry began to gather in a specific space to achieve the purpose of sharing resources and complementing their advantages, so they gradually set up industrial clusters closely linked with local regions. From the practical experience at home and abroad, industrial clusters play an increasingly significant role in accelerating the development of small and medium-sized enterprises, promoting the industrialization process, increasing the local employment population, promoting regional economic growth, and maintaining social stability. At the same time, the 21st century is the era of continuous innovation of knowledge, rapid development of science and technology, fierce market competition at home and abroad, global economic globalization and regional economic integration, which has become a new trend of global economic development. The practice of industrial cluster proves that industrial cluster can not only promote the competitiveness of cluster, but also form cluster innovation effect, thus further enhance the innovation ability of cluster. Industrial clusters in China were initially formed in the 1980s. At present, the phenomenon of industrial clusters in our country gradually reflects the trend of diversification of types and wide distribution of space, which is improving the industrial structure and transforming the economic growth model. Speeding up the process of economic development is playing an increasingly prominent role, which has attracted the attention of local governments. However, due to the late start of China's industrial clusters, there is a big gap between China's industrial clusters and the international advanced development level, which to some extent restricts the development and prosperity of China's industrial clusters. Therefore, this article has carried on the following aspects research: first, this article from the industrial cluster research foundation, elaborated the domestic and foreign research present situation to the industrial cluster innovation question, Combined with the theory of industrial cluster collaborative innovation and the actual situation of this paper, the concept and characteristics of industrial cluster collaborative innovation are defined, and the relationship between industrial cluster and innovation is further clarified. Secondly, this paper analyzes the development course of China's industrial cluster from the perspective of time and space, and based on the definition of the concept of industrial cluster collaborative innovation, From the perspective of the main body ability and supporting ability of industrial cluster collaborative innovation, this paper analyzes the current situation of China's industrial cluster collaborative innovation ability, and then analyzes the current situation of the development of industrial cluster collaborative innovation ability from the perspective of government agencies. At the three levels of intermediary organization and enterprise, the countermeasures and suggestions are put forward to promote the cooperative innovation ability of China's industrial clusters. Finally, according to the main influencing factors of industrial clusters' collaborative innovation ability, this paper separately from the cluster collaborative innovation main body ability dimension, The supporting capacity dimension of cluster collaborative innovation and the performance dimension of cluster collaborative innovation build an index system to evaluate the cooperative innovation ability of clusters including government agencies, intermediary organizations, enterprises and other cluster elements. An empirical study was carried out to verify the systematicness and scientificalness of the index system.
