山西产业结构转型对农村劳动力转移的影响研究

【摘要】：农村劳动力转移是发展中国家经济社会发展的必经过程，是工业化过程中特有的社会经济现象。农村劳动力能否顺利由农业向非农产业转移、由农村向城市流动，反过来影响着工业化进程中产业结构的优化升级。因此，在山西新型工业化和产业结构转型进程中，必然要求农村劳动力转移与产业结构调整的密切配合。与此同时，农村劳动力转移与“三农”问题紧密联系在一起，，是解决“三农”问题的根本途径。因此，将农村劳动力转移与产业结构转型结合，既是经济问题又是社会问题，应在学术研究和社会经济发展层面都予以高度重视。 本文首先对农村劳动力转移与产业结构转型的一般理论进行了论述，并对新时期下山西产业结构转型和农村劳动力转移进行分析，指出山西产业结构、就业结构和农村劳动力转移的的趋势、特征和问题，并就具体原因进行分析。在此基础上，采用数据包络计量分析方法，运用规模报酬可变BCC模型，分阶段、分区域对山西产业结构对农村转移劳动力的吸纳效率进行实证分析，研究农村劳动力转移与产业结构转型的区域差异与协调程度。 基于实证分析结果，为提高农村劳动力的转移效率、促进产业结构的优化升级，本文针对山西省的具体问题提出相关政策建议：加快产业化步伐，推动产业结构的不断优化升级；减少农村劳动力区域流动限制，提升转移效率，提高产业结构对农村转移劳动力的吸纳效率；提高农村劳动力综合素质，增强转移能力。
[Abstract]:The transfer of rural labor force is a necessary process of economic and social development in developing countries and a unique social and economic phenomenon in the process of industrialization. Whether the rural labor force can smoothly transfer from agriculture to non-agricultural industries and from rural areas to cities will affect the optimization and upgrading of industrial structure in the process of industrialization. Therefore, in the process of new industrialization and industrial structure transformation in Shanxi, the transfer of rural labor force and the adjustment of industrial structure must be closely coordinated. At the same time, the transfer of rural labor force is closely related to the problem of agriculture, rural areas and farmers, which is the fundamental way to solve the problem of agriculture, rural areas and farmers. Therefore, combining the transfer of rural labor force with the transformation of industrial structure is not only an economic problem but also a social problem, which should be attached great importance to in academic research and social economic development. This paper first discusses the general theory of rural labor force transfer and industrial structure transformation, and analyzes the industrial structure transformation and rural labor force transfer in the new period, and points out the industrial structure of Shanxi. The trend, characteristics and problems of employment structure and rural labor force transfer are analyzed. On this basis, using the data envelopment econometric analysis method, using the variable scale reward BCC model, the paper makes an empirical analysis on the absorption efficiency of the rural transferred labor force by the industrial structure of Shanxi Province in different stages. This paper studies the regional difference and coordination degree of rural labor force transfer and industrial structure transformation. Based on the results of empirical analysis, in order to improve the transfer efficiency of rural labor force and promote the optimization and upgrading of industrial structure, this paper puts forward some relevant policy recommendations for specific problems in Shanxi Province: speeding up the pace of industrialization. To promote the continuous optimization and upgrading of industrial structure; Reduce the regional mobility of rural labor force, improve the transfer efficiency, improve the industrial structure of the rural transfer of labor force absorption efficiency, improve the comprehensive quality of rural labor force, enhance the transfer capacity.
