经济增长与居民收入增长同步问题研究——基于宁夏人均GDP与居民人均收入差距原因剖析

【摘要】：改革开放以来,宁夏经济逐步进入增长的快车道,但居民收入水平并未发生同步提升,特别是2000年以来,人均GDP在全国31个省市区排位居中等水平,而城乡居民人均收入居后位,且差距呈现扩大之势。通过分析1980—2015年35年来经济增长与居民收入增长的历史数据,对照全国平均水平和各省市区经济与居民收入增长的一致性,从实证的角度研究了居民收入增长与经济增长之间的关系、居民收入增长与经济增长不同步的深层次原因,得出宁夏人均GDP排位与居民人均收入排位极不对称,是长期经济发展形成的,既涉及发展战略问题,也涉及经济结构、投资结构、分配结构问题,当然与经济发展的阶段性特征和周期性规律也有很大关系,进一步提出了确立"以人为本"发展新理念、推动畸重依能型产业结构调整、处理好投资与消费比例关系、将"就业优先"理念贯穿于经济社会发展总体布局全过程等政策建议。
[Abstract]:Since the reform and opening up, the economy of Ningxia has gradually entered the fast lane of growth, but the income level of residents has not risen synchronously. Especially since 2000, the average GDP per capita ranks at the middle level in 31 provinces, municipalities and municipalities in the country. The per capita income of urban and rural residents is in the second place, and the gap is widening. By analyzing the historical data of economic growth and residents' income growth in the past 35 years from 1980 to 2015, this paper compares the consistency of the national average level and the economic and residential income growth of the provinces, municipalities and regions. This paper studies the relationship between residents' income growth and economic growth from an empirical point of view, and the deep reasons why residents' income growth and economic growth do not synchronize. It is concluded that the ranking of per capita GDP and per capita income of residents in Ningxia is very asymmetrical. It is formed by long-term economic development. It involves not only the development strategy, but also the economic structure, the investment structure and the distribution structure. Of course, it is also related to the stage characteristics and cyclical laws of economic development. Further put forward the new idea of "people-oriented" development, promote the adjustment of energy industry structure, deal with the relationship between investment and consumption. The idea of "employment first" will run through the overall layout of economic and social development and other policy recommendations.
