新经济背景下产业政策的演进:能力导向

【摘要】：新一轮技术浪潮丰富了新经济的内容,产业发展的新业态、新组织方式和新商业模式不断涌现。信息通信、新材料和生物技术成为产业发展的通用技术基础,用户创新成为产业发展重要的源泉,数据成为重要的要素投入。面对现实基础的变化,传统产业政策的理论基础面临三项挑战:一是如何站在产业系统视角分析产业发展;二是除了关注市场失灵外,如何面对系统性失灵问题;三是面对"结构"概念的延伸,如何审视"关系网络"结构的政策含义。在新经济背景下,面对产业政策效果偏差的现实,需要推动产业政策从项目导向向能力导向演进。能力导向产业政策的核心在于机制创新,具体包括以下四个方面的内容:一是通过参与机制创新激发主体活力,二是通过交互机制创新提升政策的动态适应性,三是通过协调机制创新形成政策合力,四是通过评价机制创新实现政策的持续优化。
[Abstract]:The new wave of technology enriches the content of the new economy, and new business type, the new organization and new business model emerge constantly. Information communication, new materials and biotechnology have become the general technical basis of industrial development, user innovation has become an important source of industrial development, and data has become an important input. In the face of the change of realistic foundation, the theoretical basis of traditional industrial policy faces three challenges: first, how to analyze the industrial development from the perspective of industrial system; second, how to face the problem of systemic failure besides paying attention to market failure; Third, facing the extension of the concept of "structure", how to examine the policy meaning of "relationship network" structure. In the new economic background, facing the reality of the deviation of industrial policy effect, it is necessary to promote the evolution of industrial policy from project-oriented to capability-oriented. The core of capability-oriented industrial policy is mechanism innovation, which includes the following four aspects: one is to stimulate the vitality of the main body through participatory mechanism innovation, and the other is to promote the dynamic adaptability of policy through interactive mechanism innovation. The third is to form policy resultant force through coordinating mechanism innovation, and the fourth is to realize policy continuous optimization through evaluation mechanism innovation.
