五个统筹目标下经济发展方式转变研究

【摘要】：改革开放之后，我国经济发展突飞猛进，成绩显著，但是随之也带来了环境污染，能源消耗过度，产业结构不合理以及创新能力不足等问题。党的十八大报告中强调：我国在寻求经济发展的同时，出现了发展不均衡、不协调、不可持续等问题。农业基础设施薄弱、资源环境约束加剧、科技创新能力不强、产业结构不合理、城乡区域发展差距和贫富差距依然较大等问题日益突出，粗放型经济发展方式成为我国经济发展进程中的一个严重障碍。十八大明确提出加快转变经济发展方式，必须深化经济体制改革，促进经济结构战略性调整，全面提高开放型经济水平。根据中央的各个文件和会议指示，，说明我国在未来经济发展过程中，要高度重视经济发展方式的转变,转变经济发展方式迫在眉睫。本文结合国内外理论研究，基于经济增长、经济增长方式和经济增长方式转变的科学内涵，着重利用定性分析方法从多角度分析我国改革开放以来在转变经济发展方式过程中出现的问题和面临的机遇。重点强调在五个统筹目标要求下对经济发展方式转变进行研究。通过借鉴国际经验，分别从经济发展理念、制度调整和创新、经济结构调整、科技进步等多个方面进行研究，提出了转变我国经济发展方式的相关对策和建议。本文共五个部分：第一部分：基本理论概述。这部分主要阐述了“五个统筹”的基本理论，以及转变经济发展方式的理论概述。第二部分：五个统筹与转变经济发展方式的关系。本部分主要强调五个统筹要求实现经济发展方式的转变，也强调了经济发展方式的转变要求以五个统筹为目标。第三部分：我国经济发展方式转变的有利条件和机遇。改革开放以来，我国的经济快速发展，综合国力日益强大。在这样一个时代背景下，本部分着重分析了我国经济发展方式转变的有利条件和机遇，并以此为基础更好地促进经济发展方式顺利转变。第四部分：我国经济发展方式转变过程中存在的问题和制约因素。本部分立足于我国的基本国情，从深层次上分别对我国经济发展方式转变过程中存在的问题和制约因素进行剖析。第五部分：以五个统筹为目标实现经济发展方式转变的对策。本部分以前四部分为基础，分别从经济发展理念、制度调整和创新、经济结构调整、科技进步这四个方面对经济发展方式的转变提出了可行性对策，力求改变我国经济发展的现状，使我国社会主义现代化建设能够顺利进行。
[Abstract]:After the reform and opening up, our country's economy develops by leaps and bounds, the achievement is remarkable, but also brings the environmental pollution, the energy consumption excessively, the industrial structure unreasonable and the innovation ability insufficiency and so on. In the report of the 18th National Congress of the Communist Party of China (CPC), it is emphasized that the development of our country is unbalanced, uncoordinated and unsustainable while seeking economic development. Such problems as weak agricultural infrastructure, intensified constraints on resources and environment, weak scientific and technological innovation capacity, unreasonable industrial structure, and still a large gap between urban and rural regional development and the gap between rich and poor have become increasingly prominent. Extensive economic development mode has become a serious obstacle in the process of economic development in China. In order to accelerate the transformation of the mode of economic development, it is necessary to deepen the reform of the economic system, promote the strategic adjustment of the economic structure, and raise the level of the open economy in an all-round way. According to the documents of the Central Committee and the instructions of the meeting, it is pointed out that in the process of future economic development, our country should attach great importance to the transformation of the mode of economic development, and the transformation of the mode of economic development is imminent. Based on the theoretical research at home and abroad, this paper is based on the scientific connotation of economic growth, economic growth mode and transformation of economic growth mode. The qualitative analysis method is used to analyze the problems and opportunities in the process of changing the mode of economic development in China since the reform and opening to the outside world. Emphasis is placed on the research on the transformation of economic development mode under the requirements of the five overall objectives. By using international experience for reference, this paper studies the concept of economic development, the adjustment and innovation of system, the adjustment of economic structure, the progress of science and technology and so on, and puts forward some relevant countermeasures and suggestions for changing the mode of economic development of our country. This paper consists of five parts: the first part: the overview of basic theory. This part mainly expounds the basic theory of "five as a whole" and the theory of changing the mode of economic development. The second part: the relationship between the five overall planning and the transformation of the mode of economic development. This part mainly emphasizes the five overall planning requirements to achieve the transformation of economic development mode, but also emphasizes that the transformation of economic development mode requires five overall planning as the goal. The third part: the favorable conditions and opportunities for the transformation of the mode of economic development in China. Since the reform and opening up, China's rapid economic development, the overall national strength is increasingly strong. Under the background of such an era, this part analyzes the favorable conditions and opportunities for the transformation of the mode of economic development in China, and on this basis, it can better promote the smooth transformation of the mode of economic development. The fourth part: the existing problems and restrictive factors in the process of transformation of economic development mode in China. This part is based on the basic situation of our country and analyzes the existing problems and restrictive factors in the process of the transformation of our country's economic development mode from the deep level. The fifth part: the countermeasures to realize the transformation of economic development mode with the goal of five overall planning. The first four parts of this part are based on the concept of economic development, system adjustment and innovation, economic structure adjustment, scientific and technological progress in these four aspects of the transformation of the mode of economic development put forward feasible countermeasures. Strive to change the current economic development of China, so that China's socialist modernization can proceed smoothly.
