吉林省财政支出对经济增长影响研究

【摘要】：经济增长是一个国家或地区经济快速平稳发展的前提,财政支出在经济增长中发挥着巨大作用,能够为经济发展提供大量公共产品和公共服务,进而鼓励私人投资,从而促进经济增长。财政支出具有促进资源合理配置,实现公共服务均等化,促进产业结构转型等作用,是经济快速稳定增长的物质基础。因此,从财政支出的角度来研究其对经济增长的影响,有利于规范政府行为,健全财政体制,促进经济持续稳定健康发展,也为政府提供了理论和现实依据。改革开放以来,吉林省传统工业为中国经济发展做出了巨大贡献,汽车产业的发展也遥遥领先,然而在经济快速发展的同时各种问题也不断凸显,相对于同属于东北老工业基地的黑龙江省和辽宁省,具有一定的差距,竞争力尤显不足。吉林省是东北老工业基地之一,同时也是经济落后地区,而“十二五”时期是全面振兴东北老工业基地的关键时期,研究吉林省财政支出与经济增长之间的关系,对于吉林省经济的发展具有非常重要的意义。本文先是对财政支出与经济增长相关文献和理论进行总结梳理,然后结合吉林省实际,采用吉林省1978年以来的财政支出和实际GDP数据进行实证分析,包括吉林省财政支出规模与经济增长关系和吉林省财政结构与经济增长关系的实证分析。实证结论证明,吉林省财政支出规模可以促进经济增长,其中文教科卫事业费支出、支农支出、经济建设支出、其他支出对经济增长具有促进作用；行政事业费支出对经济增长具有阻碍作用。针对实证结果,提出建议包括：一是建立稳健财政收入机制,保证财政支出规模；二是适当加大经济建设支出规模,保证支出效率；三是加大对文教科卫领域的支出,注重结构优化；四是减少不必要的行政支出,严格控制行政经费开支；五是保障农业支出,巩固其基础地位；六是重视社会保障等其它方面的支出,促进社会公平。从而使吉林省财政支出更加有效率,优化财政支出结构,促进吉林省经济快速、平稳、健康地发展。
[Abstract]:Economic growth is the premise of a country or region's rapid and steady economic development. Fiscal expenditure plays a great role in economic growth, and can provide a large number of public goods and public services for economic development, thus encouraging private investment. Thus promoting economic growth. Fiscal expenditure has the functions of promoting the rational allocation of resources, realizing the equalization of public services and promoting the transformation of industrial structure, which is the material basis of rapid and stable economic growth. Therefore, the study of its influence on economic growth from the angle of fiscal expenditure is conducive to standardizing the government's behavior, perfecting the financial system, promoting the sustained, stable and healthy development of the economy, and providing the theoretical and practical basis for the government. Since the reform and opening up, the traditional industry of Jilin Province has made great contributions to the economic development of China, and the development of the automobile industry is also far ahead. However, with the rapid development of the economy, various problems have been constantly highlighted. Compared with Heilongjiang Province and Liaoning Province, which belong to the northeast old industrial base, there is a certain gap, and the competitiveness is especially insufficient. Jilin Province is one of the old industrial bases in Northeast China, and it is also an economically backward region. The 12th Five-Year Plan period is the key period for the overall revitalization of the old industrial base in Northeast China. The relationship between fiscal expenditure and economic growth in Jilin Province is studied. For the economic development of Jilin Province has a very important significance. This paper firstly summarizes and combs the relevant literature and theory of fiscal expenditure and economic growth, then combines the actual situation of Jilin Province, using the fiscal expenditure and actual GDP data of Jilin Province since 1978 to carry on the empirical analysis. It includes the empirical analysis of the relationship between the scale of fiscal expenditure and economic growth in Jilin Province and the relationship between fiscal structure and economic growth in Jilin Province. The empirical results show that the scale of fiscal expenditure in Jilin Province can promote economic growth, among which, the expenditure on education and culture, the expenditure on supporting agriculture, the expenditure on economic construction and other expenditures can promote the economic growth. Administrative expenses have an obstacle to economic growth. Based on the empirical results, some suggestions are put forward: one is to establish a sound fiscal revenue mechanism to ensure the scale of fiscal expenditure, the other is to appropriately increase the scale of economic construction expenditure and ensure the efficiency of expenditure. Third, to increase expenditure in the field of culture, education, science and health, pay attention to structural optimization; fourth, to reduce unnecessary administrative expenditure and strictly control administrative expenditure; fifth, to ensure agricultural expenditure and consolidate its basic position; Sixth, pay attention to social security and other aspects of expenditure to promote social equity. In order to make the fiscal expenditure of Jilin Province more efficient, optimize the structure of fiscal expenditure, promote the rapid, steady and healthy development of Jilin Province economy.
