中国新型城镇化推进过程中的主导产业选择及发展模式分析

【摘要】：随着中国进入后工业化时代,城市化进程进入了一个新的阶段,走新型化、特色化的城市发展道路成为我国未来城市化发展的重要方向,新型城镇化是一个强调产城互动、重视城乡统筹、注意节约集约、力求生态宜居的城镇化,这与过去我国城镇的自发式、散布式等粗放的发展方式具有明显的不同。新型城镇化更加注重的是顶层设计,在设计之初就要求城市的功能与所在区位、当地的人、当地的产业以及当地的环境实现有机融合,大城市和中小城市、小城镇共发展,城市和产业共发展,城市和环境共发展。其中,新型城镇化着重强调产城的融合,突出了产业在城镇化进程中的关键作用,以发展新型工业为核心,依靠产业的发展来带动城市的发展,以产促城。 关于产业选择的理论并不少见,从国外到国内都有诸多的研究,但这些理论很难在现实产业选择过程中进行方便、科学的应用,特别是对于新型城镇化进程中主导产业的选择缺乏一定的针对性和指导性。因此,本人在研究产业选择理论的基础上,通过自身的工作经验,利用理论和实践相结合的方法总结出一套主导产业选择的方法,力求为新型城镇化主导产业的选择提供参考。 本论文主要从主导产业选择理论的分析、新型城镇化内涵及主导产业选择要求、新型城镇化的主导产业选择模型建立及案例研究、新型城镇化的产业发展模式研究等几方面来对这一课题展开研究和论述。新型城镇化进程当中的主导产业选择模型是本论文的研究重点,也是难点。本人通过主导产业理论的学习,并结合自身在产业规划方面的工作经验,研究设计出“倒三角产业递进筛选模型”,认为比较适合新型城镇化建设过程当中的主导产业选择。倒三角产业递进筛选模型选择了四个维度作为产业筛选的基准,分别是产业初步筛选、产业吸引力分析、产业关联度分析、产业转移及承接可能性分析。通过四个筛选基准的依次运用,将产业选择的范围逐步缩小,实现产业“长名单”、“中名单”、“短名单”的最终确定。在每一个产业筛选基准中,都将分别用到不同的方法和指标分析。从根本上看,倒三角产业递进筛选模型是一种集成创新,是将众多主导产业选择方法的一个综合应用,同时考虑到了应用的可能性和便捷性。 另外,除了建立主导产业选择模型以外,本文还对新型城镇化的发展模式进行了研究,提出了产业新城的概念,重点论述了产业新城的产业属性和城镇化属性。同时,重点分析了产业新城的建设模式——产业地产,并以案例的形式分别描述了政府主导、大企业主导、专业产业地产运营商三种产业地产类型的运作模式及优劣势,特别是对其中的专业产业地产运营商部分,以一个企业的实际发展案例,解析了产业地产在新型城镇化建设方面的作用及可持续性。 本课题的研究具有一定的时效性,随着新型城镇化上升为国家的战略层面,城镇化无疑会成为推动中国经济发展的重要力量,在经济的增长、经济的升级等方面都发挥着重要的作用,本论文所开展的城镇化过程中主导产业选择研究以及发展模式研究,将有利于更加清晰的认识产业在城镇化发展过程中的作用。本课题的研究经验性和创新性比较突出,本人一直在从事产业规划方面的工作,具有一定的实操经验,在此基础上结合理论的学习研究,设计出一套便于应用的、科学的主导产业选择模型,具有一定的创新性。另外,由于本课题的研究与自己的工作息息相关,在今后的工作中还会通过实际案例对模型进行验证,对模型进行补充完善。
