环首都经济圈视域下张家口市发展存在的问题及对策研究

【摘要】：近年来，京津冀协同发展已经逐渐上升到国家战略层次，张家口市是环首都经济圈中的重要城市，抓住当前的重大机遇，研究其发展模式和实践经验，对促进张家口市的快速发展有重要的意义。本文的研究主要在深入调研，掌握第一手资料的情况下，运用区域经济学、公共经济学等基本原理，综合使用图表、数据来表现的定量分析法等多种方法，研究分析了环首都经济圈中重要的节点城市张家口，通过分析该城市在发展中存在的问题和制约因素，对其如何围绕首都经济圈进行定位、规划和行政管理进行了探讨。论文的主要内容，首先是对长期以来国内外经济学界在区域性经济圈发展方面的研究成果进行了分析，对目前国际国内最具有代表性的经济圈发展情况进行了研判；其次是对环首都经济圈的内涵、特点、发展现状及遇到的问题进行了说明；然后在整个京津冀协同发展的大环境下，通过剖析张家口市的重要地位、经济基础、产业优势、自然条件和管理机制、历史机遇等来展示其发展优势；但是，张家口市在发展上自身客观存在着许多主要问题，政府在行政管理的主观执行中也存在着组织不到位、机构设置不合理、制度法规不健全等许多制约发展的因素，这些问题严重阻碍了张家口市的向前发展；最后，针对张家口市在环首都经济圈建设中的发展状况和存在问题的进行了原因分析，以理论与实证相结合、规范研究与实证研究相结合、政府监管和政策转变相结合的形式，对在环首都经济圈视域下，张家口市的发展对策进行了深入的研究和探讨，提出了具体的建议，客观地评价了张家口在环首都经济圈发展规划中应体现的定位、分工、布局与重大载体作用，为张家口市在京津冀协同发展，，特别是环首都经济圈加快推进实施这个大环境下，尽快实现跨越式发展提供了思路和方法。
[Abstract]:In recent years, the coordinated development of Beijing-Tianjin-Hebei has gradually risen to the national strategic level. Zhangjiakou is an important city in the economic circle around the capital city. To promote the rapid development of Zhangjiakou City has important significance. The research in this paper is mainly based on in-depth investigation and first-hand information, using the basic principles of regional economics, public economics, and comprehensive use of charts, quantitative analysis methods of data representation, and other methods. This paper studies and analyzes Zhangjiakou, an important node city in the capital economic circle. By analyzing the problems and restrictive factors existing in the development of this city, it discusses how to locate, plan and manage the capital economic circle. The main contents of this paper are as follows: firstly, it analyzes the research results of domestic and foreign economic circles in the development of regional economic circles for a long time, and studies and judges the development of the most representative economic circles at home and abroad at present; Secondly, it explains the connotation, characteristics, development status and problems of the economic circle around the capital. Then in the overall environment of the coordinated development of Beijing-Tianjin-Hebei, through the analysis of the important position of Zhangjiakou City, economic base, industrial advantages, natural conditions and management mechanism, historical opportunities to show its development advantages; However, there are many main problems in the development of Zhangjiakou City itself, and there are also many factors restricting the development of the government, such as the lack of organization, the unreasonable setting of the organization, the imperfect system and laws and regulations in the subjective execution of the administration. These problems seriously hindered the development of Zhangjiakou City; Finally, according to Zhangjiakou City's development situation and existing problems in the construction of the economic circle around the capital city, the paper analyzes the reasons, combining theory with empirical research, normative research with empirical research, government supervision and policy transformation. In this paper, the development countermeasures of Zhangjiakou City are deeply studied and discussed, and some concrete suggestions are put forward, and the orientation and division of labor in the development planning of Zhangjiakou Economic Circle are evaluated objectively. The layout and the important carrier function provide the train of thought and method for Zhangjiakou city to realize the leapfrog development as soon as possible under the cooperation development of Beijing, Tianjin and Hebei, especially under the environment of accelerating the implementation of the economic circle around the capital.
