产业集群视角下乌鲁木齐市产业结构优化研究

【摘要】：产业结构的优化调整对经济增长的贡献日益显著，经济的快速发展促进了产业结构的优化和升级，两者相互促进，共同发展。随着西部大开发的逐步推进，乌鲁木齐市作为西部的增长极，对西部经济的辐射带动作用越来越明显。但是由于资源、技术、区位等的因素，乌鲁木齐市产业结构还面临着“一产地位不牢固、二产资源环境代价高、三产后劲不足”等问题，产业结构的优化调整迫在眉睫。产业集群作为一种合作和竞争共生的新的产业组织形式，对形成区域竞争优势，实现资源的优化配置起着十分重要的作用。所以本文基于产业集群视角探讨了乌鲁木齐市产业结构优化调整路径。 第一部分结合产业结构演进和产业集群形成机制理论，从整合产业资源、推动产业部门调整、促进新兴产业发展等方面探讨了产业集群对产业结构优化调整作用。 第二部分从乌鲁木齐市产业演进历史出发，探讨了乌鲁木齐市产业结构发展特征。结果分析揭示：关于工业发展，乌鲁木齐市工业重型化严重，产业结构升级缓慢；工业增加值集中在高耗能产业，环境污染严重；石油化工、金属制造等主导产业优势下降；装备制造业等高新技术产业发展快，规模小。关于服务业发展，流通产业保持传统优势；旅游业发展迅速；金融、咨询等现代服务业发展落后。 第三部分结合区位商和EG指数探讨了乌鲁木齐市产业集群发展,并在此基础上探讨了乌鲁木齐市集群形成条件、方式和动力。结果显示：乌鲁木齐市具有明显集群优势的产业是流通产业和设备制造业，整体集群还处于萌芽状态。集群形成现状条件主要有要素市场相对完善、市场需求层次逐步提高、专业化市场初步形成但分工不明确、产业关联度低交易成本高、资源丰富区位优势明显、市场化程度低面临机遇和挑战；集群形成的方式主要是依托区位优势形成集群和依托主导产业横向关联产生的集群；集群企业缺乏有效的协作与竞争，集群动力不足。 第四部分运用灰色关联分析了产业结构调整影响因素，并探析了乌鲁木齐市产业结构优化障碍。结果表明：与乌鲁木齐市产业结构优化因素关联度高低的因素依次是宏观税负、国有资产投资比重、总就业人口、工业能源消费、社会消费品零售总额、中央转移支付、外贸进出口额、技术进步水平。而消费动力不足、投资导向式发展、资源环境约束加剧、技术创新落后、制度建设不完善是制约乌鲁木齐市产业结构优化调整的主要原因。 第五部分在结合产业结构调整对经济增长影响的基础上，基于集群角度提出了乌鲁木齐市产业结构优化路径。主要路径有明确战略产业，促进集群产业发展；优化投资，，加快经济发展；推进技术创新，提高产业效率；优化产业布局，加快园区建设；推进制度创新，加强政府指导。 第六部分为本文研究的不足与展望。
[Abstract]:The contribution of the optimization and adjustment of the industrial structure to the economic growth is more and more remarkable. The rapid development of the economy promotes the optimization and upgrading of the industrial structure, and the two promote each other and develop together. With the development of the western region, Urumqi, as the growth pole of the western region, plays a more and more important role in promoting the western economy. However, due to the factors of resources, technology, location and so on, the industrial structure of Urumqi City is still faced with the problems of "the position of the first production is not firm, the environmental cost of the secondary industry is high, and the energy of the third production is insufficient". Therefore, the optimization and adjustment of the industrial structure is urgent. As a new industrial organization form of cooperation and competition symbiosis, industrial cluster plays a very important role in forming regional competitive advantage and realizing optimal allocation of resources. Therefore, this paper discusses the optimization and adjustment path of Urumqi industrial structure based on the perspective of industrial cluster. In the first part, combining the theory of industrial structure evolution and industrial cluster formation mechanism, this paper discusses the effect of industrial cluster on industrial structure optimization and adjustment from the aspects of integrating industrial resources, promoting industrial sector adjustment and promoting the development of emerging industries. The second part discusses the characteristics of Urumqi's industrial structure development from the perspective of Urumqi's industrial evolution history. The results show that the industrial development of Urumqi is serious, the industrial structure upgrading is slow, the added value of industry is concentrated in the energy-consuming industry, the environmental pollution is serious, the advantage of petrochemical industry, metal manufacturing and other leading industries decline, and the industrial value-added is concentrated in the energy-consuming industry, the environmental pollution is serious. Equipment manufacturing and other high-tech industries, rapid development, small-scale. On the development of service industry, circulation industry maintains the traditional advantage; tourism develops rapidly; finance, consulting and other modern service industry lags behind. The third part discusses the development of Urumqi industrial cluster in terms of location quotient and EG index, and on this basis, discusses the formation condition, mode and motive force of Urumqi industrial cluster. The results show that the industries with obvious cluster advantages in Urumqi are circulation industry and equipment manufacturing industry, and the whole cluster is still in its infancy. The main conditions of cluster formation are relative perfection of factor market, gradual improvement of market demand level, initial formation of specialized market but unclear division of labor, low transaction cost of industrial correlation, and obvious location advantage of rich resources. The low degree of marketization is facing opportunities and challenges; The way of cluster formation is mainly to form cluster based on the location advantage and the cluster which depends on the horizontal association of the leading industry, and the cluster enterprise lacks effective cooperation and competition, and the cluster power is insufficient. In the fourth part, the influence factors of industrial structure adjustment are analyzed by grey relational analysis, and the obstacles of industrial structure optimization in Urumqi are analyzed. The results show that the factors related to the optimization of industrial structure in Urumqi are macro-tax burden, investment proportion of state-owned assets, total employed population, industrial energy consumption, total retail sales of social consumer goods, central transfer payment, and so on. Foreign trade import and export, technical progress level. The main reasons restricting the optimization and adjustment of Urumqi's industrial structure are insufficient consumption power, investment-oriented development, intensified resource and environment constraints, backward technological innovation and imperfect system construction. In the fifth part, on the basis of the influence of industrial structure adjustment on economic growth, the optimization path of Urumqi industrial structure is put forward based on cluster angle. The main paths include defining strategic industries, promoting cluster industry development, optimizing investment, accelerating economic development, promoting technological innovation, improving industrial efficiency, optimizing industrial layout, speeding up the construction of parks, promoting institutional innovation and strengthening government guidance. The sixth part is the deficiency and prospect of this paper.
