湘潭高新区产城融合发展研究

【摘要】：基于上个世纪的“开发区热”,由于规划建设不当等多种原因存在,不少“新城”在建设时候反而呈现了“空城、鬼城”的特征,这种现象严重影响了我国城市发展。“产城融合”是现代化城市发展的新趋势,也是破解“空城、鬼城”难题的重要手段,中央城镇化工作会议以及《国家新型城镇化规划(2014—2020年)》精神中明确提出以“产城融合”作为推进新型城镇化发展的主导思路。本文以湘潭高新技术产业开发区为切入点,通过对湘潭高新区产城融合发展历程进行梳理,指出湘潭高新区在产城融合方面的优势方面以及不足之处,对其产城融合发展的动力机制以及影响因素进行全面梳理分析,从而提出产城融合发展策略。即以“强动力、补短板、显亮点”为主要途径,采取优化建设管理体制机制、推动产业转型升级、优化产业结构、提升公共服务设施配套水平、明确城市功能定位及内涵、提升人居环境促进人口聚集、构建“密路网、小街区”模式、着力打造中部“智造谷”、打造湖南中部服务经济名片、做好产业新城推介文章等十种具体措施。对促进湘潭高新区产业功能、城市功能相协调发展,充分发挥其作为区域经济增长动力源的作用具有重要的现实意义;同时还可以为国内其他开发区在产城融合发展研究提供一定的借鉴和参考。
[Abstract]:Based on the "development zone fever" in the last century, due to many reasons such as improper planning and construction, many "new cities" present the characteristics of "empty city, ghost city", which seriously affect the development of Chinese cities. "the integration of production cities" is the new trend of the development of modern cities, and it is also an important means to solve the difficult problems of "empty cities, ghost cities". In the spirit of the Central working Conference on urbanization and the National New urbanization Plan (2014-2020), "the integration of production cities" is clearly put forward as the leading idea to promote the development of new urbanization. Taking Xiangtan High-tech Industrial Development Zone as the starting point, this paper combs the development process of Xiangtan Hi-tech Zone's integration of production cities, and points out the advantages and disadvantages of Xiangtan High-tech Development Zone in the integration of production cities. This paper analyzes the dynamic mechanism and influencing factors of the integration and development of the production city, and puts forward the development strategy of the integration of the production city. In this way, we should optimize the construction management system mechanism, promote the industrial transformation and upgrade, optimize the industrial structure, improve the level of public service facilities, and clarify the urban function orientation and connotation, with the main approach of "strong motive force, supplement the deficiency, highlight the bright spot", and adopt the optimization of the construction management system and mechanism. Ten concrete measures such as improving the living environment to promote population gathering, constructing the model of "secret network, small block", building the "intelligent valley" in the central part of Hunan, building the business card of service economy in the central part of Hunan, and doing a good job in the promotion of articles in the new industrial city, etc. It is of great practical significance to promote the industrial function and urban function of Xiangtan High-tech Zone and to give full play to its role as the power source of regional economic growth. At the same time, it can also provide some reference and reference for other domestic development zones in the integration and development of production cities.
