园区循环化改造的基本路径设计

【摘要】:园区是产业发展的集聚区,也是能源资源消耗和污染物产生排放的集中区,迫切需要开展循环化改造,切实提高园区的资源产出率,促进园区生态环境和经济效益提升,,实现绿色循环低碳转型发展。 本文通过对已实施循环化改造的园区进行深入调研分析,分析了不同园区循环化改造的路径设计方案,结合国内外生态工业园区和循环经济园区的发展经验及相关研究成果,设计提出了我国园区循环化改造的基本路径框架、主要任务及方法手段、评价体系,并以安徽铜陵经济技术开发区为例进行实证研究。全文研究内容如下: (1)对国家循环化改造园区进行深入调研,总结分析出园区循环化改造的关键影响因素,并据此设计提出园区循环化改造的基本路径框架。 (2)引入PEST、SWOT、物质流分析三种方法对园区进行潜力识别,研究提出这三种方法在园区循环化改造中的应用框架及方法。 (3)提出了园区循环化改造的具体任务,促进园区趋同“横向耦合、纵向延伸、循环链接”发展。 (4)分析了铜陵经开区循环化改造的宏微观环境,对其中铜及伴生资源循环产业链、精细化工资源循环产业链等核心产业链进行物质代谢研究,对经开区进行园区循环化改造的潜力进行了有效识别。 通过实证研究表明,经开区循环化改造的总体绩效水平呈现上升趋势,取得了良好的经济效益、社会效益和环境效益。
[Abstract]:The park is not only a gathering area for industrial development, but also a concentrated area for the consumption of energy resources and the discharge of pollutants. It is urgent to carry out recycling transformation, effectively improve the output rate of resources in the park, and promote the ecological environment and economic benefits of the park. Realize the green cycle low carbon transformation development. Based on the in-depth investigation and analysis of the parks that have implemented circular transformation, this paper analyzes the path design schemes of recycling transformation of different parks, combined with the development experience and related research results of eco-industrial parks and circular economy parks at home and abroad. The basic path framework, main tasks and methods and evaluation system of circular transformation of parks in China are designed and put forward, and an empirical study is carried out with Tongling Economic and technological Development Zone in Anhui Province as an example. The research contents of this paper are as follows: (1) the national circular transformation park is deeply investigated, the key influencing factors of the park recycling transformation are summarized and analyzed, and the basic path framework of the park recycling transformation is designed and put forward. (2) three methods of PEST,SWOT, material flow analysis are introduced to identify the potential of the park, and the application framework and method of these three methods in the circular transformation of the park are studied and put forward. (3) the concrete task of circular transformation of park is put forward to promote the development of "horizontal coupling, longitudinal extension and circular link" of park convergence. (4) the macro and micro environment of recycling transformation in Tongling is analyzed, and the material metabolism of the core industrial chains, such as copper and associated resources circular industrial chain and fine chemical resource circular industrial chain, is studied. The potential of circular transformation of the park in Jingkai area is effectively identified. The empirical study shows that the overall performance level of circular transformation in open area shows an upward trend, and good economic, social and environmental benefits have been obtained.
