中国创新政策演变过程及周期性规律

【摘要】：从创新政策概念和内涵出发,分析了中国创新政策的研究概况,并以此为基础,从政策分析视角,通过构建政策生命周期模型,研究了中国创新政策演变的过程、模式及周期性规律。结果表明,中国创新政策的问题、目标、内容和特征呈现动态演化机制;创新政策模式演变体现了全社会对科技创新范式的更迭;中国的创新政策经历了科技管理的市场化改革阶段、自主创新战略及其实施阶段、科技创新治理现代化阶段3个主要发展阶段,并呈现出快速及时、自发调整、修正完善的演变过程,从而快速实现生命周期循环更新的独特模式;中国的创新政策演变呈现出重大创新政策的连续性、政策生命周期呈缩短趋势和政策层级差异性等特征。
[Abstract]:Starting from the concept and connotation of innovation policy, this paper analyzes the research situation of innovation policy in China, and on this basis, from the perspective of policy analysis, studies the evolution process of innovation policy in China through the construction of policy life cycle model. Pattern and periodicity law. The results show that the problems, objectives, contents and characteristics of China's innovation policy show a dynamic evolution mechanism, and the evolution of innovation policy model reflects the change of scientific and technological innovation paradigm in the whole society. China's innovation policy has gone through three main development stages: the marketization reform stage of science and technology management, the strategy of independent innovation and its implementation, and the modernization stage of science and technology innovation governance, and has shown rapid, timely and spontaneous adjustment. Revise the perfect evolution process, so as to quickly realize the unique model of life cycle renewal; The evolution of innovation policy in China shows the continuity of major innovation policy, the shortening trend of policy life cycle and the difference of policy level.
