战后日本科技创新能力构建的研究

【摘要】:截止到2016年,日本共有25为诺贝尔奖获得者,特别是2000年之后到2016年,平均每年出一位,被学者称为“井喷”现象,且2000年之后获奖的都是自然科学领域,通过维基百科对这些诺奖得主的经历介绍可以看到,他们的博士基本都在日本本土完成,部分科学家的获奖研究也是在日本完成,可见其基础研究以及科研创新能力的水平。本文基于诺贝尔奖“井喷”现象的分析,通过文献分析法、实证研究法等,对日本不同经济发展阶段的科技政策、制度等入手,分析日本对科技创新能力的构建。本篇论文共有6章组成。第一章为绪论。介绍了本论文的研究背景、意义,以及国内外研究现状等。第二章为本论文的内涵及理论依据。对创新能力进行了总结,介绍了创新理论以及国家创新系统理论。第三章为战后日本科技创新能力的演变。因为科技与经济发展密不可分,所以按照日本经济发展的阶段划分,从战后经济复苏时期,经济高速发展时期,经济低速发展时期,以及经济低迷时期四个阶段进行了研究,对于日本科技创新能力的考察也主要从创新环境、创新投入、以及创新产出三个方面进行介绍。第四章为日本科技创新能力提升的动力分析。提升的动力主要分为内部动力与外部动力,对内部动力以及外部动力都从经济发展的不同时期进行了分析,重点总结这一阶段影响日本科技创新主要政策、制度,以及国内外的重大事件。第五章为日本科技创新能力提升的过程分析。主要按照日本科技创新能力提升的途径划分,第一阶段、主要依靠技术引进的方法提高日本的科技创新能力;第二阶段、日本科技创新能力逐渐提高,技术引进已经难以满足日本国际竞争的需要,在技术引进的同时自主创新的投入逐渐增加。第三阶段、日美贸易摩擦等,技术引进难度和成本进一步提高,日本开始深化产学官合作,以自主创新为主,着力推动日本科技创新能力的提升。在第六章,总结战后日本科技创新能力构建过程的基础上,提出了三点启示,第一,加大对基础研究的投入;第二,重视专利战略的推进;第三,重视科技制度的建设。
[Abstract]:As of 2016, Japan has a total of 25 Nobel Prize winners, in particular from 2000 to 2016, an average of one scholar each year, known as the "Blowout" phenomenon, and the award winning after 2000 is the natural science field. Through wikipedia's experience with these nobel laureates, they can see that their doctor is basically done in japan, and some of the scientists' award-winning studies are done in japan, with a view to its basic research and the level of scientific research and innovation. Based on the analysis of the "Blowout" of the Nobel Prize, this paper, through the literature analysis, the empirical study, etc., analyses the scientific and technological policy and the system of Japan's different economic development stages, and analyses the construction of Japan's scientific and technological innovation ability. There are six chapters in this paper. The first chapter is the introduction. This paper introduces the research background and significance of this paper, as well as the domestic and foreign research status and so on. The second chapter is the connotation and the theoretical basis of this thesis. The innovation ability is summarized, the innovation theory and the theory of national innovation system are introduced. The third chapter is the evolution of Japanese science and technology innovation ability after the war. Because science and technology are closely related to economic development, according to the stage division of Japan's economic development, from the post-war economic recovery period, the economic high-speed development period, the economic low-speed development period and the economic downturn period, The research on the innovation ability of Japanese science and technology is also introduced mainly from the three aspects of the innovation environment, the innovation input, and the innovation output. The fourth chapter is the power analysis of the improvement of Japanese science and technology innovation ability. The power of the promotion is mainly divided into the internal power and the external power, the internal power and the external power are analyzed from different periods of the economic development, and the main policy, the system and the major events at home and abroad are summarized. The fifth chapter is the process analysis of the improvement of Japanese technology innovation ability. In the first stage, Japan's technological innovation ability is improved mainly in accordance with the way of the improvement of Japanese science and technology innovation ability. In the second stage, Japan's scientific and technological innovation ability is gradually improved, and the technology introduction has been difficult to meet the needs of the international competition in Japan. At the same time of technology introduction, the input of independent innovation gradually increases. In the third stage, Japan's trade friction and so on, the difficulty and cost of technology introduction is further improved, and Japan has started to deepen the cooperation of the production and learning officials, and focus on the promotion of the innovation ability of science and technology in Japan. In chapter six, on the basis of summarizing the construction of the post-war Japanese science and technology innovation ability, three points of enlightenment are put forward, the first is to increase the input to the basic research; secondly, to pay attention to the advance of the patent strategy; and thirdly, to attach importance to the construction of the scientific and technological system.
