供给侧深度改革与经济结构重塑

【摘要】：自2015年11月中央部署供给侧结构性改革战略以来,历经近2年的改革实践,供给侧结构性改革进入新的突破、深化与发展阶段。《供给侧结构性改革发展脉络与经验分析》一文提出,经济减速在世界范围内都不是短暂与偶然的现象,我国本轮经济增速变缓主要原因在于经济结构滞后、发展动力衰减。如何适应这种速度换挡,深刻认识速度背后的结构与发展质量变化,正是供给侧结构性改革所聚焦的问题。《供给侧结构性改革与需求侧管理协同研究》一文认为,我国当前同时面临着消费需求不足和供给相对过剩的双重问题,加之创新性供给又严重缺位,我国经济出现的供需新问题需要通过新方法才能解决,即实行需求管理与供给管理相结合的新方略。《供给侧结构性与周期性问题关联研究》一文提出,为了实现我国经济在长期波动中的相对稳定,需要适时进行产业结构调整与升级,降低对外在干预平抑经济波动的依赖,实现经济增长方式的转变。与此同时,在调控方式方面,要从以总量增长为目标转向以结构调整为目标,为平抑经济周期波动奠定稳定增长的基础。《供给侧深度改革与经济结构重塑》一文认为,在实施了近2年的供给侧结构性改革之后,我国经济正以实现健康的中长期发展为主线,致力于经济结构优化与调整,借助制定与实施相关政策达到需求与供给的新均衡。总之,供给侧结构性改革已经进入深水区。我们期望通过本组专题的讨论,在总结辉煌成绩的基础上为未来的改革方向提供一些参考性建议,喜迎党的十九大。
[Abstract]:Since the central deployment of supply-side structural reform strategy in November 2015, after nearly two years of reform practice, supply-side structural reform has entered a new breakthrough, deepening and development stage. "supply-side structural reform development context and empirical analysis" points out that economic deceleration is not a temporary and accidental phenomenon in the world, and the main reason for the slowdown of China's economic growth in this round is the lag of economic structure and the decline of development motive force. How to adapt to this speed shift and deeply understand the structural and development quality changes behind the speed is the focus of supply-side structural reform. "supply-side structural reform and demand-side management coordination research" holds that China is currently facing the dual problems of insufficient consumer demand and relative excess supply, coupled with the serious shortage of innovative supply. The new problems of supply and demand in China's economy need to be solved by new methods, that is, the new strategy of combining demand management with supply management. "Research on the relationship between supply-side structure and periodicity" points out that in order to realize the relative stability of China's economy in long-term fluctuations, it is necessary to adjust and upgrade the industrial structure in time, reduce the dependence of external intervention to calm down economic fluctuations, and realize the transformation of economic growth mode. At the same time, in terms of regulation and control, it is necessary to shift from taking total growth as the goal to taking structural adjustment as the goal, so as to lay the foundation for stable growth to curb the fluctuation of economic cycle. "supply-side deep reform and economic structure reconstruction" holds that after nearly two years of supply-side structural reform, China's economy is focusing on the realization of healthy medium-and long-term development and committed to the optimization and adjustment of economic structure. Through the formulation and implementation of relevant policies to achieve a new balance of demand and supply. In short, supply-side structural reforms have entered deep water areas. Through the discussion of this group of topics, we look forward to providing some reference suggestions for the future reform direction on the basis of summing up the brilliant achievements, and welcoming the 19th National Congress of the Communist Party of China (CPC).
