审计署哈尔滨特派办团队管理研究

【摘要】: 近年来,随着中国经济建设的快速发展,政府审计发挥着越来越重要的作用,“审计风暴”、“审计清单”屡见媒体报端,中国审计事业进入了一个崭新的发展阶段。1986年审计署施行审计特派员制度以来,审计特派办一直是审计署开展政府审计工作的主力军,是战斗在中国政府审计第一线的攻坚队、特种兵,为中国政府审计事业的发展做出了巨大贡献,因此研究其团队管理对促进其进一步加强管理、提升审计效果和质量具有重要意义。 本文从近年来团队管理的国内外理论研究和实践回顾出发,阐述了中国政府审计和审计特派办发展历程以及审计署哈尔滨特派办的现状,总结了审计署哈尔滨特派办开展审计项目的一般组织形式和工作流程。经过19年的发展,审计署哈尔滨特派办取得了巨大的成绩,为中国政府审计事业的发展做出了应有的贡献,但是在团队管理方面仍存在一些问题。本文从审计队伍建设、团队领导、分工协作、团队沟通、团队激励、团队学习、团队文化等6方面指出目前审计署哈尔滨特派办团队管理中存在的问题,并从实际情况出发,从外部环境和审计署哈尔滨特派办自身发展两方面分析了产生问题的原因。 针对审计署哈尔滨特派办团队管理中存在的问题,本文作者在结合自身实际工作经验的基础上,从深化培训,全面提高审计人员的素质,包括政治素质、业务素质、能力建设,审计团队领导的培养;机关文化建设;绩效管理;激励机制建设以及改进审计项目的组织和管理方式等方面提出了改善措施。 希望本文的研究内容能为加强审计署哈尔滨特派办团队管理提供一定的参考。
[Abstract]:In recent years, with the rapid development of China's economic construction, government audit is playing an increasingly important role. China's auditing industry has entered a new stage of development. Since the auditing special post system was implemented by the Audit Office in 1986, the Audit Special Office has been the main force in the government audit work carried out by the Audit Office. Is fighting in the front line of the Chinese government audit team, special forces, for the development of the Chinese government audit has made a great contribution, so the study of its team management to promote its further strengthening of management, It is of great significance to improve the audit effect and quality. Based on the review of the theory and practice of team management at home and abroad in recent years, this paper expounds the development course of China Government Audit and Audit Special Office and the present situation of Harbin Special Office of Audit Office. This paper summarizes the general organization and workflow of the audit project carried out by Harbin Special Office of Audit Office. After 19 years of development, Harbin Special Office of Audit Office has made great achievements and made due contributions to the development of Chinese government audit, but there are still some problems in team management. This paper points out the problems existing in the team management of Harbin Special Office of Audit Office from six aspects, such as audit team construction, team leadership, division of labor and cooperation, team communication, team motivation, team learning, team culture, etc. This paper analyzes the causes of the problems from the external environment and the development of Harbin Special Office. In view of the problems existing in the team management of Harbin Special Affairs Office of the Audit Office, the author of this paper, on the basis of his own practical work experience, improves the quality of auditors, including political quality, professional quality and capacity building, from deepening training to improving the quality of auditors in an all-round way. Training of audit team leader; The improvement measures are put forward in the aspects of organization culture construction, performance management, incentive mechanism construction and the organization and management of audit projects. Hope the research content of this paper can provide some reference for strengthening the team management of Harbin Special Office of Audit Office.
