我国西部高技术产业发展的影响因素分析

【摘要】：高技术产业对推动经济和社会的快速发展具有重要作用。随着世界经济迈入全球化、信息化的时代,高技术产业已经成为各国科技竞争和经济实力角逐的重要舞台,也是各国综合国力的体现。2000年,我国开始实施西部大开发战略,2016年的《西部大开发“十三五”规划》指出西部已经具备2020年如期建成小康社会的经济基础,西部地区的发展不容小觑。地理位置而言,西部处于我国的内陆地区,经济基础薄弱,基础设施不健全,在市场经济竞争中处于劣势地位。反观东部,由于开放时间较早,国外的资本、技术以及人才优先流入东部地区,东部地区的经济和高技术产业得到快速发展,与西部形成较大的差距。但是,近年来东部地区出现资源过剩,开始流向中部和西部地区,产业也逐渐向中西部转移,这就为西部发展高技术产业提供了物质来源和技术支持,在此基础上通过高技术产业带动地方经济,对区域经济的协调发展具有重大的推动作用。本文在总结现有相关文献的基础上,首先结合西部高技术产业发展现状,理论上得出影响西部高技术产业发展的几大因素-包括RD经费内部支出、从业人员数量、财政科技投入、金融业发展和经济发展等。其次,本文选取2002-2013年西部10省的面板数据对影响西部高技术产业的因素进行实证研究,检验了五大因素对西部高技术产业发展的影响程度,结果显示:对西部高技术产业发展影响最大的是从业人员的数量,之后依次是金融业的发展,地区生产总值,研发经费内部支出,而财政科技投入为不显著因素。再次采用相同的因素对东中部进行面板数据模型检验,对比分析东中西部高技术产业的发展水平,根据实证结果分析造成东中西部高技术产业发展差异性的可能原因,最后针对如何促进西部高技术产业发展提出相关的政策建议。
[Abstract]:The high technology industry plays an important role in promoting the rapid development of economy and society. With the globalization of the world economy and the era of information technology, the high-tech industry has become an important stage for the competition and economic strength of various countries. It is also the embodiment of the comprehensive national strength of all countries in.2000. China began to implement the strategy of the western development, 2016. "The plan of" "western development" in 13th Five-Year points out that the western region has already had the economic foundation of building a well-off society as scheduled in 2020. The development of the western region can not be underestimated. In terms of geographical position, the west is in the inland areas of China, the economic foundation is weak, the infrastructure is not sound and the market economy is in a inferior position. Early in the opening time, the capital, technology and talent of foreign countries are given priority to the eastern region. The economic and high-tech industries in the eastern region have been rapidly developed and the western region has formed a large gap. However, in recent years, the eastern region has been overflowing and began to flow to the central and western regions, and the industry is gradually transferring to the central and western regions, which is the West. The development of high-tech industry provides material sources and technical support, on the basis of which the high technology industry drives the local economy and has a great impetus to the coordinated development of regional economy. On the basis of summarizing the existing related literature, this paper first combines the development status of high technology industry in the west, and theoretically draws the influence of western high technology. Several factors of the development of the operation industry include the internal expenditure of RD funds, the number of employees, the investment of financial science and technology, the development of financial industry and the economic development. Secondly, this paper selects the panel data of the 10 provinces of the West for 2002-2013 years to carry out an empirical study on the factors affecting the high technology industry in the west, and tests the development of the high technology industry in the west of the five factors. The results show that the largest impact on the development of the Western high-tech industry is the number of employees, followed by the development of the financial industry, the GDP, the internal expenditure of research and development funds, and the financial scientific and technological input is not significant. Again, the same factors are used to test the East and central China, and to compare and analyze the East and the middle. The development level of the high technology industry in the central and western regions, according to the empirical results, causes the possible reasons for the difference in the development of high technology industry in the East and West. Finally, it puts forward some relevant policy suggestions on how to promote the development of the high-tech industry in the West.
