【摘要】：一直以来,国有企业改革和东北老工业基地振兴都是中国经济领域被热议的两个命题。两者都是随着中国经济发展变化所衍生出的对应性战略方针。在中国东北地区,国企改革和老工业基地振兴更是两个息息相关、密不可分的经济概念。历史上,国有企业一度是东北经济发展的支柱。但随着中国改革开放、经济转型、经济新常态等的出现,国有企业却也因其体制落后、改革动力不足等特定的属性,在近阶段影响阻碍了东北经济的前进步伐。因历史和现实等各方面原因,国企改革的成败与否,将直接决定东北老工业基地的振兴成效和发展趋势。本文诣在坚持马克思主义经济学原理的基础上,用数据对比分析、文献总结研究等方法,探讨国有企业改革和东北老工业基地振兴之间的深层次关系,理清东北国有企业发展脉络,并由此探讨其未来的改革趋势、具体措施,并浅析国企改革对东北老工业基地的深入影响。文章分为四部分,先后探讨了东北老工业基地及国企改革的背景、国有企业在东北发展中的独特作用分析、国有企业在新一轮东北振兴中的作用分析,以及东北国企改革问题的对策建议。本文研究发现,面对新一轮东北振兴的走势与方向,东北国有企业要审时度势、仔细分析,精心规划,将改革进行到底。国有企业需要不断调整自身构架,向新兴产业不断靠拢。此外,要不断技术创新,发展高回报、高科技、低能耗、低污染的产业。而在这一过程中,不仅要消除体制障碍,优化国有经济布局结构,更要加强自身技术创新与改革内驱力。与此同时,政府也要简政放权,并适当减轻国企负债负担。新一轮东北振兴正在进行,东北国企要抓住机遇,迎接挑战,拿出勇气和决心,不断深化改革、巩固成果。
[Abstract]:The reform of state-owned enterprises and the revitalization of old industrial bases in Northeast China have been two hot topics in China's economic field. Both are the corresponding strategic principles derived from the changes in China's economy. In Northeast China, the reform of state-owned enterprises and the revitalization of old industrial bases are two closely related economic concepts. Historically, state-owned enterprises were once the pillars of economic development in northeast China. However, with the emergence of China's reform and opening up, economic transformation and the emergence of a new normal economy, state-owned enterprises have hindered the progress of the Northeast economy in the recent stage because of their specific attributes, such as backward system and insufficient power of reform. For various reasons such as history and reality, the success or failure of the reform of state-owned enterprises will directly determine the revitalization effect and development trend of the old industrial base in Northeast China. On the basis of adhering to the principles of Marxist economics, this paper discusses the deep-seated relationship between the reform of state-owned enterprises and the revitalization of the old industrial base in Northeast China by means of comparative analysis of data, literature summary, and so on. This paper clarifies the development of northeast state-owned enterprises, probes into its future reform trend and concrete measures, and analyzes the deep influence of the reform of state-owned enterprises on the old industrial bases in Northeast China. The article is divided into four parts. It discusses the background of the old industrial base in Northeast China and the reform of state-owned enterprises, analyzes the unique role of state-owned enterprises in the development of Northeast China, and analyzes the role of state-owned enterprises in the new round of northeast revitalization. And the countermeasures and suggestions on the reform of northeast state-owned enterprises. This paper finds that in the face of the trend and direction of a new round of northeast revitalization, northeast state-owned enterprises should review the situation, carefully analyze, carefully plan, and carry out the reform to the end. State-owned enterprises need to constantly adjust their own structure to the emerging industries. In addition, we should constantly innovate technology and develop high-return, high-tech, low-energy and low-pollution industries. In this process, we should not only eliminate the system obstacles, optimize the distribution structure of state-owned economy, but also strengthen their own technological innovation and reform drive. At the same time, the government should also devolve power and reduce the debt burden of state-owned enterprises. A new round of northeast revitalization is under way. The state-owned enterprises in Northeast China should seize the opportunity, meet the challenges, show courage and determination, deepen the reform and consolidate the achievements.
