【摘要】:当前,中国社会在向现代型社会转变过程中,涌入经济发达和城市地区的大批外来务工人员,在为城市建设发展提供廉价劳动力的同时,也分享着城市居民的“生存资料”。而相对滞后于经济快速发展的城市化建设,使得这种分享过程在住房、医疗、卫生等领域造成不同利益群体的冲突和矛盾。其中,一个较为突出的现象就是大规模外来务工人员进城务工谋生,产生了庞大的房屋租住市场需求,直接刺激和考验着管理制度和手段仍不算完善的租房市场,加之农民工经济条件有限,对于租房的选择主要以经济因素为考虑,因而在外来务工人员聚集的周边区域,衍生出了“群租房”问题。以吴江“群租房”现象为例:在经济发展的背后,出现了企业增多、务工人员增多、空置房屋增多、工资相较物价上涨变少的“三多一少”现象,直接驱动着以地段好、交通便利、租金低廉为特点“群租房”大规模的产生。但是,“群租房”同样存在着对楼体和住户人身财产安全、小区整体治安、人居环境等的现实危害。同时,“群租房”的治理面临情感、监管、执法等方面的困境,需要采取“管、治、建”等综合措施,通过政府部门、NGO开展一定的联动合作,步入治理“群租房”的新的阶段,全面适应群众民生的现实要求,维护新常态下经济社会持续健康发展。本文重点以吴江经济技术开发区“群租房”问题为研究对象,通过背景研究、实证分析来研究在当前推进社会治理现代化进程中,“群租房”现状及衍生的社会、民生、治安等问题,并针对性地提出具有可行性的应对策略,为有效应对“群租房”问题找到理论的突破口和基准点。
[Abstract]:At present, China society to a modern society in transition, the influx of economically developed city area and a large number of migrant workers, to provide cheap labor for the city construction and development, but also share the city residents' survival data. And the relative lag in the rapid economic development of the city construction, the process of sharing in the housing, medical, health and other fields caused by conflicts and contradictions between different interest groups. Among them, living a more prominent phenomenon is the scale of migrant workers migrant workers, the rental market demand is huge, direct stimulation and test management system and method is still not perfect in the rental market, coupled with the economic conditions of migrant workers limited, for rental options to consider economic factors, and in the surrounding areas of migrant workers gather, derived from the "base rent housing". The phenomenon of Wujiang "base rent" for example: behind the economic development, enterprises have been increasing, migrant workers increased, vacant housing increased wages compared to rising prices less "a little" phenomenon, direct drive with good location, convenient transportation, low rent for the characteristics of group renting large-scale production. But that group rent also exists on the personal and property safety and building tenants, small overall security, real harm living environment. At the same time, the "rent control group" with emotion, supervision, law enforcement and other aspects of the difficulties, need to take "tube, governance, construction and other comprehensive measures by government departments NGO, to carry out joint cooperation, into the governance group renting a new stage, fully meet the requirements of reality in people's livelihood, maintain economic and social sustainable and healthy development of the new normal. This article focuses on the Wujiang economic and Technological Development Zone" "Housing problem as the research object, through the background research, empirical analysis to research in the process of social governance in the process of modernization," the status quo and derivative group renting "society, people's livelihood, security and other issues, and put forward feasible strategies, to find the theoretical breakthrough and a reference point for an effective response to the group rent" problem.
