【摘要】：中国房地产市场正进入新的发展阶段,促进市场稳定和可持续发展需要进行宏观定位。要使房地产市场继续兼有满足住房需求和拉动经济增长的功能,必须确定未来城镇居民的人均居住面积及家庭住房套数目标,并以此为依据制定土地、财税、金融等长期性政策,建立房地产市场的供求调控制度和机制。改革完善房地产市场的供给机制,要制定房地产业的发展中长期规划,处理好中央与地方、总量与结构等关系;深化房地产用地供应和调控制度改革,完善招拍挂制度,化解土地财政干扰;完善房地产市场的投融资机制,扩大房地产直接融资规模,推进房地产信贷资产证券化,取消商品房预售融资制度,改善对房地产投融资的宏观调控。
