【摘要】:投资控制作为建设项目三大控制目标之一,目前在我国还主要停留在施工阶段的监理工作中。实际上投资控制重点应该是在设计阶段,施工阶段的投资控制效果远不如设计阶段,因此,结合工程实际,探讨全过程投资控制的理论和方法具有重要的指导意义。 论文主要研究了项目建设各个阶段对投资控制的影响,提出了一种适合房地产项目投资控制的新型组织结构,特点是把投资控制部视为与总工办、营销部同等重要的三大管理部门,并新设评审委,专门负责评审设计图中落实限额设计的优化方案、采购招标方案中控制投资的措施等;建立内部限额设计责任制。将责任层层分解,明确每个人在限额设计中的职责,倡导技术、经济、质量总体实现投资控制的理念,结合香江房地产项目阐述了决策和设计阶段投资控制的基本要素及投资控制措施;详细探讨了如何运用限额设计和价值工程在设计阶段对项目进行投资控制;在招投标阶段,讨论了招标的概念、一般方式和程序;在施工阶段,主要分析了如何控制项目的施工进度、质量和成本,以及产生投资偏差的原因和控制措施;在竣工结算阶段,结合香江房地产项目,详细分析了竣工结算阶段应采取的投资控制措施。
[Abstract]:Investment control, as one of the three control objectives of construction projects, is still mainly in the supervision of the construction stage in China. In fact, the focus of investment control should be in the design stage. The effect of investment control in construction stage is not as good as that in design stage. Therefore, it is of great significance to discuss the theory and method of investment control in the whole process combined with engineering practice. This paper mainly studies the impact of each stage of project construction on investment control, and puts forward a new organizational structure suitable for real estate project investment control, which is characterized by the investment control department and the general office of labor. Marketing Department is equally important to the three major management departments, and a new evaluation committee, specifically responsible for reviewing the design plan to implement the quota design optimization, procurement bidding plan in the control of investment measures; Set up the responsibility system of internal quota design. Decompose the responsibility layer by layer, clarify the responsibility of everyone in quota design, advocate the concept of technology, economy and quality to realize overall investment control. Combined with the Xiangjiang real estate project, this paper expounds the basic elements and investment control measures of investment control in decision-making and design stage. This paper discusses in detail how to use quota design and value engineering to control the investment of the project in the design stage. In the bidding stage, the concept, general methods and procedures of bidding are discussed. In the construction stage, it mainly analyzes how to control the construction progress, quality and cost of the project, as well as the causes of the investment deviation and the control measures. In the completion settlement stage, combined with the Xiangjiang real estate project, the investment control measures should be adopted in the completion settlement stage are analyzed in detail.
