地方性产业投资公司运营风险的形成机理与传导效应

【摘要】：在实际运行中,地方性产业投资公司存在着诸多问题,例如不完善的法人治理结构、尚未健全的内控制度、不清晰的借贷还款责任主体、不甚规范的运行管理体制以及地方预算对其收支缺乏有力约束等等,存在着极大的风险。再加上地方政府偏好用增加固定资产投资来拉动经济,在一定程度上放松了对地方性产业投资公司及其投融资活动的监管,导致了风险的进一步积累。这些风险既影响地方政府经济政策的制定和实施,又影响地方和中央政府财政及全国金融市场的稳定性。
[Abstract]:In actual operation, local industrial investment companies have many problems, such as imperfect corporate governance structure, unsound internal control system, unclear subject of loan repayment responsibility, There are great risks in an irregular operating management system and the lack of strong constraints on local budgets on their revenues and expenditures. In addition, local governments prefer to boost the economy by increasing investment in fixed assets. To a certain extent, the supervision of local industrial investment companies and their investment and financing activities has been relaxed, which has led to the further accumulation of risks, which not only affect the formulation and implementation of economic policies of local governments, It also affects the stability of local and central government finances and national financial markets.
