中外碳金融市场发展比较分析及对海南的启示

【摘要】：随着全球气候的变暖,低碳经济越来越被重视与关注,成为近年来经济学研究领域的热点之一。尤其是在2009年哥本哈根会议的召开之后,“气候变化”、“节能减排”、“低碳经济”等等名词不断出现在世界各大报刊。低碳经济的发展开始风靡全球,低碳经济是以“低能耗、低污染、低排放”为标志,而任何经济的发展都离不开金融的支持,金融作为优化资源配置、调剂资金余缺的重要方式和重要手段,必然在低碳经济的发展过程中发挥重要作用,发展低碳经济己成为世界各国的共识。然而,对岛屿省份碳金融市场的研究目前并不多,本文主要通过以研究海南省碳金融市场为例,为其他省份碳金融市场的发展提供一定的借鉴意义。本文主要通过比较分析方法对中外碳金融交易市场主体、客体、交易机制等进行全面分析研究,并对海南省发展碳金融市场在中国的地位及差距进行比较分析,得到其发展碳金融市场的优势及存在的差距。研究发现：中国碳金融市场的发展步伐仍然比较缓慢,无论是碳金融市场交易主体还是交易客体、交易机制等与国外碳金融市场相比,存在很大的差距；海南省连续五年在低碳竞争力排名中位居全国第一,但是由于海南省技术、人才、资金等的缺乏,在碳金融市场中交易量占比较低。通过对中外碳金融市场的比较分析,针对海南碳金融市场的定位与自身优势,强调海南省碳金融市场的发展必须从以下几个方面入手：大力推广普及碳金融理念；加快建立海南气候交易所；充分发挥资本市场对碳金融市场的支持,建立完善的碳金融组织服务体系；积极谋求交易定价权以提升碳交易市场地位；积极引进发展碳金融市场的技术与人才；积极发挥商业银行在碳金融市场的作用；建立健全支持碳金融市场发展的政策法规。
[Abstract]:With the global warming, low-carbon economy has been paid more and more attention. In recent years, economic research has become one of the hot spots. Especially after the Copenhagen conference in 2009, the terms "climate change", "energy saving and emission reduction", "low carbon economy" and so on have been appearing in various newspapers and periodicals all over the world. Economic development began to be popular all over the world, Low-carbon economy is marked by "low energy consumption, low pollution, low emission", and any economic development can not be separated from the support of finance. Finance is an important way and means to optimize the allocation of resources and adjust the surplus and shortage of funds. Must play an important role in the development of low-carbon economy, the development of low-carbon economy has become the consensus of the world. This paper mainly through the study of Hainan carbon financial market as an example to provide some reference for the development of other provinces carbon finance market. This paper makes a comprehensive analysis and research on the subject, object and trading mechanism of carbon financial market in China and abroad by means of comparative analysis, and makes a comparative analysis on the status and gap of developing carbon finance market in Hainan Province in China. The research finds that the pace of development of China's carbon financial market is still relatively slow, whether it is the trading subject or object of carbon finance market. Compared with the foreign carbon financial markets, there is a big gap between the trading mechanisms and the foreign carbon financial markets. Hainan Province ranks first in the country in terms of low carbon competitiveness for five consecutive years, but due to the lack of technology, talents, and funds in Hainan Province, In the carbon financial market, trading volume is relatively low. Based on the comparative analysis of the carbon finance market between China and foreign countries, and in view of the positioning and advantages of Hainan carbon finance market, it is emphasized that the development of Hainan carbon finance market must start from the following aspects: vigorously popularizing the concept of carbon finance; Accelerate the establishment of Hainan Climate Exchange; give full play to the support of the capital market to the carbon financial market; establish a sound carbon finance organization service system; actively seek the trading pricing power to enhance the status of carbon trading market; We should actively introduce the technology and talents to develop the carbon financial market, give full play to the role of commercial banks in the carbon financial market, and establish and improve policies and regulations to support the development of the carbon finance market.
