我国城投债的历史成因与规范发展研究

【摘要】：本文首先分析了城投债在中国兴起且迅猛发展的宏观体制性原因以及城投债本身所具有的微观优势。接着对2013年以来我国发行的城投债按照债券信用等级、发行规模、发行期限等不同维度进行了统计分析,从而全面地了解我国城投债的发展状况,同时为相关利益决策主体提供有益的参考。本文根据统计结果结合我国实践,对城投债的成因给出了一个较为全面综合的概括。同时,结合城投债的发展分析了我国的体制结构以及政治文化,在此基础上对我国的财政体制改革提出了一些意见和建议。
[Abstract]:This paper first analyzes the macro-system reasons for the rise and rapid development of the city investment debt in China, and the micro-advantages of the city investment bond itself. Then, according to the bond credit rating, the city investment bond issued since 2013 in China is issued on a scale. This paper makes statistical analysis on different dimensions, such as the issue period, so as to understand the development of urban investment debt in China, and provide a useful reference for the relevant interest decision makers. This paper combines the statistical results with the practice of our country. This paper gives a comprehensive summary of the causes of the city investment debt, and analyzes the system structure and political culture of our country in the light of the development of the city investment debt, and puts forward some opinions and suggestions on the reform of the financial system of our country on this basis.
