我国房地产业产业组织问题与对策研究

【摘要】:房地产业因其特殊的社会经济地位受到广泛关注,当前政府对房地产业的调控也不遗余力。房地产市场理想的运行状态,要求既能保证人民住的问题,又要使该产业不致产生剧烈波动。管理好房地产业是一个民生与经济的双重大问题。 在市场经济环境下,调控某产业前首先要了解其产业组织,,明确市场能解决什么问题,什么问题必须由政府辅助完成。市场竞争是促进资源优化配置的重要动力,但市场本身存在缺陷。政府应当扫清阻碍竞争的障碍,并适当运用行政手段,完成市场不能做到的事,这是本文的指导思想。 本文以我国房地业产业组织为研究对象,研究内容分市场结构,市场行为,市场绩效三个方面。市场结构一章中包括市场集中度、产品差异、进入壁垒;市场行为一章包括并购、组织行业协会和开发投资行为;市场绩效包括产业利润与销售情况、生产效率、住宅供给结构与需求结构匹配度、勒纳指数和贝恩指数。通过这些方面的研究,阐明我国房地产业具有很强的竞争压力。同时也存在一些人为因素阻碍房地产市场区域之间的竞争,比如不利于劳动力在区域之间自由流动的制度安排。在一些方面政府存在职能缺位。最后本文根据可竞争市场理论与市场缺陷理论,针对我国房地产市场存在的一些问题,提出具体的对策建议。
[Abstract]:The real estate industry has received extensive attention because of its special social and economic status, and the government has spared no effort in regulating the real estate industry. The management of real estate industry is a double problem of people's livelihood and economy. In the environment of market economy, before adjusting and controlling a certain industry, we must first understand its industrial organization, make clear what problems the market can solve and what problems must be assisted by the government. Market competition is an important driving force to promote the optimal allocation of resources. However, there are defects in the market itself. The government should clear the obstacles that hinder the competition, and make proper use of administrative means to accomplish what the market cannot do. This is the guiding ideology of this article. This paper takes the real estate industry organization of our country as the research object, the research content is divided into three aspects: market structure, market behavior and market performance. The chapter of market structure includes market concentration degree, product difference, entry barrier; The market behavior chapter includes M & A, organization of industry associations and investment in development; market performance includes industrial profits and sales, production efficiency, housing supply structure and demand structure matching, Lerner Index and Bain Index. Through the research of these aspects, it is pointed out that the real estate industry in our country has strong competitive pressure. At the same time, there are some artificial factors that hinder the competition among the real estate market regions. For example, the institutional arrangements that are not conducive to the free movement of labor between regions. In some respects, the government has a lack of functions. Finally, according to the theory of competitive market and the theory of market defects, this paper aims at some problems existing in the real estate market of our country. The concrete countermeasures and suggestions are put forward.
