长沙市保障性住房制度存在的问题及完善建议

【摘要】：在中国当前的社会生活中，住房问题是一个比较突出的社会问题，主要体现为众多购房者的实际购买力远远跟不上房价的上涨速度，而国民的安居乐业是国家维持稳定和社会持续发展的基础。为了满足社会各阶层对住房的需求，尤其是要解决城镇低收入阶层的实际住房困难，我国政府相继出台了相应的法律和住房保障政策，近些年也在大力的修建经济适用房、廉租房、公租房等保障性住房，确实帮助不少城镇低收入家庭改善了住房状况。但由于我国各地经济发展的不均衡，无法形成一个全国统一的评判标准，，各类保障性住房在建设、申请、分配中，也暴露出一些问题，如保障范围偏紧，保障方式有欠灵活，保障性住房实际供应不足，相关部门的监管存在一定的漏洞等。因此，需要对现有的住房保障制度进行进一步的完善。本文从笔者生活、居住多年的长沙市入手，以城市的角度来分析、探讨当地的保障性住房制度存在的缺陷，并且，有针对性的提出具有可操作性的完善建议。文章的正文分为三个部分：第一章首先对长沙市原有的住房保障体系进行简介，是为现有的保障制度进行铺垫；然后，对长沙市现在的保障性住房类型进行介绍，反映长沙市的实际状况。第二章是对长沙市正在实施的保障性住房制度的分析，发现问题，提出问题。主要是针对廉租房制度和公租房制度。第三章是对长沙市保障性住房制度中存在的各类问题，在深入思考并借鉴域外有益经验的基础上，逐一提出可操作的完善建议。通过对长沙市的实际状况进行分析、建议，以点入面，对进一步完善我国的保障性住房制度、更好的改善我国城市低收入阶层的住房困难尽一点绵薄之力。
[Abstract]:In China's current social life, the housing problem is a relatively prominent social problem, mainly reflected in the fact that the real purchasing power of many buyers is far from keeping up with the rising rate of housing prices. And the people living and working in peace and contentment is the foundation of the country's maintenance of stability and the sustainable development of society. In order to meet the housing needs of all social strata, especially to solve the real housing difficulties of low-income urban people, the Chinese government has successively issued corresponding laws and housing security policies, and in recent years has been vigorously building comfortable housing. Affordable housing, such as low-rent housing and public rental housing, has indeed helped low-income families in many towns to improve their housing situation. However, due to the uneven economic development in various parts of our country, it is impossible to form a unified national standard of assessment. In the construction, application and distribution of various kinds of affordable housing, some problems have also been exposed, such as tight security scope, inadequate security methods, insufficient actual supply of affordable housing, and certain loopholes in the supervision of relevant departments. The existing housing security system needs to be further improved. This article starts with the author's living and living in Changsha for many years, analyzes the defects of the local indemnificatory housing system from the angle of the city, and puts forward some operable and perfect suggestions. The text of the article is divided into three parts:. The first chapter introduces the original housing security system in Changsha, which is to pave the way for the existing security system. Then, it introduces the current housing types in Changsha, reflecting the actual situation of Changsha. The second chapter is the analysis of the implementation of the affordable housing system in Changsha, find out the problems, put forward problems, mainly aimed at the low-rent housing system and the public rental system. The third chapter is about the various problems existing in Changsha's affordable housing system. On the basis of deeply thinking and drawing lessons from the beneficial experiences outside the country, the third chapter puts forward operable suggestions one by one. Through the analysis of the actual situation of Changsha, some suggestions are put forward. In order to further improve our country's indemnificatory housing system, better improve the housing difficulties of low-income class in our country.
