太原市公共租赁住房运行机制研究

【摘要】:公共租赁住房是指由政府出资或提供优惠政策将其持有的房屋以低于市场价的方式租给特定人群的廉租住房以外的一种保障性住房。其目的主要是为了解决城市中等偏下收入住房困难家庭以及新就业人员等社会“夹心层”群体的住房问题。其产权不归个人所有,而是归政府或公共机构所有。 2009年3月“两会”的政府工作报告中,温家宝总理首次提出要“积极发展公共租赁住房”。随后,北京、上海、天津、深圳、厦门和常州等城市率先相应,在我国进行了公共租赁住房制度的试点工作。 “十二五”时期是太原市全面建设小康社会的关键时期,,是深化改革开放、加快转变经济发展方式的攻坚时期,也是太原发展的重要战略机遇期。太原市是能源大省山西省的省会城市,同时作为国家资源型经济转型综合配套改革试验区,必须在全省转型跨越发展中发挥表率作用,积极发展公共租赁住房建设,努力开创科学发展新局面。 文中对国外公共住房及我国部分城市的公共租赁住房的实践经验做了系统的阐释。通过与太原市公共租赁住房现状的对比,发现太原市在建设方面,存在着供应量不足,区位、租金设置不合理,入住率偏低等问题。在机制建设方面,存在着轮候机制、奖励退出机制缺失等问题。 针对这些问题,作者从太原市的具体情况进行分析后认为:首先应当积极改善公共租赁住房建设机制。大胆进行政策创新,建立多元化资金、房源筹措渠道。其次,应科学地进行区位选择,制定合理的租金定价机制。再次,要不断完善运行机制。由政府制定严格的公共租赁住房准入和分配标准,加强租后管理的制度建设。这些对策的提出,对太原市的公共租赁住房制度的进一步完善和发展提供了参考依据。
[Abstract]:Public rental housing is a kind of affordable housing which is paid by the government or provided with preferential policies to rent the house under the market price to a specific group of low rent housing. The purpose is to solve the social "sandwich" group such as the middle-income housing difficult families and the new employment personnel. Housing problem. Its property rights are not owned by individuals, but owned by the government or public institutions.
In the government work report of "two meetings" in March 2009, Premier Wen Jiabao first proposed to "actively develop public rental housing". Subsequently, Beijing, Shanghai, Tianjin, Shenzhen, Xiamen and Changzhou took the lead in the pilot work of the public rental housing system in China.
The "12th Five-Year" period is the key period for Taiyuan to build a well-off society in an all-round way. It is the period of deepening the reform and opening up, speeding up the transformation of the way of economic development, and also an important period of strategic opportunity for the development of Taiyuan. Taiyuan is the capital city of the energy province of Shanxi Province, and it is also the experimental area for the comprehensive reform of the national resource based economic transformation. We must play an exemplary role in the transformation and development of the whole province, actively develop the public rental housing construction, and strive to create a new prospect for scientific development.
In this paper, the practical experience of public housing in foreign countries and the public rental housing in some cities in China is explained systematically. Through the comparison with the current situation of public rental housing in Taiyuan, it is found that there are some problems in Taiyuan construction, such as insufficient supply, location, unreasonable rent setting, low occupancy rate and so on. On the other hand, the waiting mechanism and the lack of incentives for the withdrawal mechanism are given.
In view of these problems, the author, after analyzing the specific situation of Taiyuan, thinks that first of all, we should actively improve the public rental housing construction mechanism, make bold policy innovation, establish diversified funds, and raise channels for housing sources. Secondly, the location selection should be carried out scientifically and the rational rent pricing mechanism should be formulated. The government establishes strict public rental housing access and distribution standards and strengthens the system construction after rent management. These countermeasures provide reference for the further improvement and development of the public rental housing system in Taiyuan.
