森林碳汇抵押贷款研究

【摘要】:森林碳汇是指植物在光合作用下吸收二氧化碳并将其固定在植被或土壤中,从而减少二氧化碳在大气中的浓度的过程及机制。在温室效应加剧以及全球极端气候频发的大背景下,森林碳汇由于吸收二氧化碳投入少成本低,,从而越来越受到重视。联合国气候变化框架公约和京都议定书都要求促进可持续的造林、营林和森林更新来缓解全球的温室效应。由于森林有其显著的生态效益而林木生长又极具特殊性,如能将森林碳汇这一重要的生态效益价值化,作为抵押品来融资,则林业所面临的效益低下、资金短缺等困境便可得到缓解,林业发展也将破解捧着“金碗”讨饭的窘境。因此,将森林碳汇作为抵押品进行抵押贷款可为评价森林生态效益,探讨森林碳汇融资提供理论依据和参考价值。 本文运用经济学、金融学以及林业经济相关理论,在参考了大量文献的基础上,采取定性分析与定量分析相结合的方法,选取陕西省龙草坪林业局(过去是陕西省森林工业局下属的采伐局之一)为案例,阐述了森林碳汇抵押贷款的基本理论,测算其森林碳汇总量、计算抵押额度并模拟设计森林碳汇抵押贷款程序。本文的研究逻辑是:梳理现有研究成果,明确研究的目的及意义;通过总结分析基础理论,提出森林碳汇抵押贷款的概念框架,即贷款人按法定方式将借款人或第三人的森林碳汇作为抵押物而发放的贷款;从森林碳汇抵押贷款的前提条件和实践情况两方面阐述分析森林碳汇抵押贷款的可行性;设计安排森林碳汇抵押贷款程序,即森林碳汇抵押贷款申请、森林碳汇抵押贷款测算评估、森林碳汇抵押贷款保险、银行受理获取贷款以及抵押品处置;最后,在前文的研究成果基础上提出了森林碳汇抵押贷款的保障对策及建议。 本文最终的研究结果是:(1)提出了将森林碳汇作为抵押品进行抵押,并作出可行性分析;(2)估测了陕西省龙草坪林业局的森林碳汇融资潜力;(3)设计了森林碳汇抵押贷款的流程程序;(4)做出了对森林碳汇抵押贷款的相关保障对策及建议,即加强森林碳汇的产权管理,规范森林碳汇的评估工作,积极参与森林碳汇交易市场,完善森林碳汇抵押贷款的配套措施以及促进金融机构信贷产品创新和工作改革。
[Abstract]:Forest carbon sink refers to the process and mechanism by which plants absorb carbon dioxide under photosynthesis and immobilize it in vegetation or soil so as to reduce the concentration of carbon dioxide in the atmosphere. Against the backdrop of the intensification of Greenhouse Effect and the frequent occurrence of extreme global climate, forest carbon sinks have attracted more and more attention because of the low cost of carbon dioxide absorption. Both the United Nations Framework Convention on Climate change and the Kyoto Protocol call for sustainable afforestation, forestry and forest renewal to mitigate global Greenhouse Effect. Because forests have significant ecological benefits and the growth of trees is extremely special, if forest carbon sinks are valued as important ecological benefits for financing as collateral, the benefits faced by forestry are low. The shortage of funds and other difficulties can be alleviated, and forestry development will solve the dilemma of holding the golden bowl to beg for food. Therefore, using forest carbon sink as collateral can provide theoretical basis and reference value for evaluating forest ecological benefit and discussing forest carbon sink financing. Based on the theories of economics, finance and forestry economy, and referring to a large number of literatures, this paper adopts the method of combining qualitative analysis with quantitative analysis. Taking the long Lawn Forestry Bureau of Shaanxi Province (one of the logging bureaus under the Shaanxi Provincial Forestry Industry Bureau) as an example, this paper expounds the basic theory of forest carbon sequestration mortgage loan, and calculates the total forest carbon sinks. Calculate the mortgage amount and simulate the design of the forest carbon sink mortgage program. The research logic of this paper is as follows: combing the existing research results, clarifying the purpose and significance of the research, putting forward the conceptual framework of forest carbon sequestration mortgage loan by summarizing and analyzing the basic theory, That is to say, the lender takes the forest carbon sink of the borrower or the third person as collateral according to the legal method, expounds the feasibility of analyzing the forest carbon sink mortgage loan from two aspects of the premise and practice of forest carbon sequestration mortgage loan, and analyzes the feasibility of forest carbon sink mortgage loan from two aspects: forest carbon sink mortgage loan and forest carbon sink mortgage loan. Design and arrange forest carbon sink mortgage loan procedures, that is, forest carbon sink mortgage loan application, forest carbon sink mortgage loan calculation and evaluation, forest carbon sink mortgage loan insurance, banks accept access to loans and collateral disposal; finally, Based on the previous research results, the paper puts forward the protection countermeasures and suggestions of forest carbon sink mortgage loan. The final result of this paper is: 1) put forward the mortgage of forest carbon sink as collateral. And the feasibility analysis was made to estimate the financing potential of forest carbon sink in Longmao Forestry Bureau of Shaanxi Province. The process procedure of forest carbon sequestration mortgage loan was designed. 4) the relevant safeguard countermeasures and suggestions for forest carbon sink mortgage loan were made. That is to strengthen the property right management of forest carbon sinks, standardize the evaluation of forest carbon sinks, participate actively in the forest carbon sink trading market, perfect the supporting measures of forest carbon sink mortgage loans, and promote the innovation and work reform of credit products of financial institutions.
