PPP模式进行廉租房建设的风险研究

【摘要】:廉租房项目是我国政府为了保障低收入住房困难家庭的基本居住条件而实施的一项住房保障制度。廉租房具有的福利性和公益性的特点,目前用于廉租房建设的资金主要来源于政府财政拨款、公积金、土地净收益增值等政策性资金,其资金数量有限、资金来源单一、供给不稳定,造成了各个城市的廉租房建设都面临资金短缺的问题,使廉租房建设严重受阻。仅靠政策性资金难以满足广大低收入住房困难家庭对廉租住房的需求,创新廉租房的运营模式迫在眉睫。 PPP模式在西方许多国家的基础设施和公共事业领域的应用中都显示出了较强的优势,它将政府、私营投资者和金融机构的优势结合起来,既减轻了财政压力,提高了运营效率和服务质量,同时也为私营投资者带来了稳定的收益。其在公共基础设施领域的广泛的应用为我国廉租房建设采用PPP模式提供了前车之鉴。 本文在查阅大量文献资料的基础上,总结了我国廉租房项目的主要政策、发展状况和目前存在的问题;通过对PPP模式的理论研究,结合我国现阶段廉租房制度的发展情况,分析了将PPP模式引入我国廉租住房建设的必要性和可行性,为廉租房项目的具体建设提供了依据;在研究PPP模式下廉租房项目风险的特征的基础上,通过WBS-RBS风险识别法识别出廉租房项目的主要风险因素;通过分析项目风险的多维属性特征,把PPP模式下廉租房项目的风险因素分为四维属性进行评价,构建多维函数,求出PPP模式下廉租房项目各单个风险因素的风险度,运用改进层次分析法确定子准则层对总目标的权重值,以此来计算出该项目的综合风险度,为项目风险承担主体进行风险评价提供了依据;最后根据风险分析的结果,结合国内外普遍认同的风险分担原则,,给出了PPP模式下廉租房项目风险分担的合理化建议。并利用风险分担效用理论和讨价还价博弈理论构建出PPP模式下廉租房项目基于风险分担的利益分配模型,求得纳什均衡解即为最佳分配结果。最终结合实证分析,说明了本文的研究及理论方法具有的现实意义,为PPP模式下廉租房项目的风险评价提供了参考。
[Abstract]:Low-rent housing project is a housing security system implemented by our government in order to protect the basic living conditions of low-income housing families. Low-rent housing has the characteristics of welfare and public welfare. At present, the funds used for the construction of low-rent housing mainly come from government financial allocations, provident funds, land net income increment and other policy-related funds, with a limited amount of funds and a single source of funds. Because of the instability of supply, the construction of low-rent housing in every city is faced with the problem of shortage of funds, which seriously impedes the construction of low-rent housing. It is difficult to meet the demand of low rent housing for low-income housing families only by policy funds, so it is urgent to innovate the operation mode of low rent housing. The PPP model has shown strong advantages in infrastructure and utility applications in many Western countries. It combines the advantages of government, private investors and financial institutions and reduces fiscal pressure. Improved operational efficiency and service quality, but also for private investors to bring stable returns. Its wide application in the field of public infrastructure provides an example for the construction of low-rent housing in China to adopt the PPP model. On the basis of consulting a large amount of literature, this paper summarizes the main policies, development status and existing problems of the low-rent housing project in China, through the theoretical study of the PPP model, combined with the current development of the low-rent housing system in China. This paper analyzes the necessity and feasibility of introducing the PPP model into the construction of low-rent housing in China, which provides the basis for the concrete construction of low-rent housing projects, and studies the characteristics of the risk of low-rent housing projects under the PPP model. Through the WBS-RBS risk identification method to identify the main risk factors of low-rent housing project, through the analysis of the multi-dimensional attribute characteristics of project risk, the risk factors of low-rent housing project under PPP mode are divided into four dimensional attributes to evaluate, and build a multidimensional function. The risk degree of each individual risk factor of low-rent housing project under PPP mode is calculated, and the weight value of sub-criterion layer to the total target is determined by using improved analytic hierarchy process (AHP) to calculate the comprehensive risk degree of the project. Finally, according to the results of risk analysis, combined with the generally agreed principles of risk sharing at home and abroad, this paper gives the reasonable suggestions of risk sharing in low-rent housing projects under the PPP model. By using the theory of risk-sharing utility and bargaining game theory, this paper constructs the benefit allocation model of low-rent housing project based on risk sharing in PPP mode, and obtains the Nash equilibrium solution as the best allocation result. Finally, combining with the empirical analysis, this paper explains the practical significance of the research and theoretical methods of this paper, and provides a reference for the risk evaluation of low-rent housing projects under the PPP model.
