城市房屋拆迁中的腐败风险防控研究

【摘要】：近年来，随着我国经济的飞速发展，城市化进程不断加快，城市升级和改造任务突出，必须要以房屋拆迁为基础。拆迁问题事关城市未来的发展和人民群众的切身利益，因此被社会各方所广泛关注。在看到城市拆迁积极作用的同时，也应注意在拆迁工作中还存在着一些问题，其中最受诟病的就是腐败问题。城市房屋拆迁中腐败问题严重干扰了正常的拆迁工作秩序，侵害了被拆迁人的合法权益，损害了政府部门形象，甚至影响了社会的和谐稳定，必须加以高度重视。本文从研究城市房屋拆迁及其特点出发，列举了其中存在的腐败问题，分析了其特征和危害，指出腐败问题源于腐败风险，并结合实际列举了在拆迁整个过程中的前期、中期、后期存在的腐败风险及表现形式，从分析腐败风险的角度揭示腐败问题发生的主、客观原因，借鉴风险管理理论提出了对腐败风险防控的想法，，在宏观层面构建城市房屋拆迁腐败风险的防控机制，在中观层面处理好共性的腐败风险，在微观操作层面处置好各个工作环节的具体风险，力争实现对腐败风险的有效预防和管控。
[Abstract]:In recent years, with the rapid development of China's economy, the process of urbanization is accelerating, and the task of urban upgrading and upgrading is outstanding. It must be based on the demolition of houses. The problem of demolition is related to the future development of the city and the vital interests of the people, so it is widely concerned by all social parties. While seeing the active role of urban demolition, it should also be noted. In the demolition work, there are still some problems, among which the most criticized is corruption. Corruption in urban housing demolition seriously interferes with the normal order of demolition work, violates the legitimate rights and interests of the dismantled people, damages the image of the government department, even affects the social harmony and stability, and must attach great importance to it.
This paper, starting from the study of urban housing demolition and its characteristics, enumerates the problems of corruption, analyzes its characteristics and hazards, points out that corruption is the source of corruption risk, and enumerates the corruption risks and manifestations in the early, medium and late stages of the whole process of demolition, and reveals the risk of corruption from the angle of analysis. The main and objective reasons of the corruption are the idea of preventing and controlling the risk of corruption by using the theory of risk management, constructing the prevention and control mechanism of the corruption risk of urban housing demolition at the macro level, dealing with the common corruption risk at the middle level, disposing the specific risks of the various work links at the micro operation level and striving for the realization of the corruption.
