武汉市新建商品住宅空置率研究

【摘要】:自福利分房制度取消以后,我国房地产市场发展迅速,房屋竣工面积不断增加,居民居住水平得到提高,但随之也出现如房价高涨、大量住房空置等问题。尤其是住房空置,目前我国住宅市场存在供给性结构失衡和有效需求不足的问题,出现了高空置率和高需求并存,高空置率与购房困难并存的现象,影响了资源的合理有效利用和社会福利分配,不利于房地产市场的良好运行和居民住宅需求的满足。并且我国对空置率的界定难以反映存量市场的整体运行情况,因此对其进行系统研究,将空置率调控至合理水平很有必要。 本文采用定性分析和定量分析相结合的方法,对城市新建商品住宅空置率的定义、合理区间、影响因素和调控政策进行了分析;以武汉市住宅市场为例,计算其新建商品住宅市场空置率并分析空置特点;对2004-2010年的空置率和价格变化率数据进行线性回归后发现两者之间存在比较强的线性关系,并由此得出武汉市2004-2010年的合理空置率在14.07%左右,,空置情况总体略高,且存在供给性结构失衡和有效性需求不足等问题;进而分析武汉市新建商品住宅空置的成因和调控的对策建议。在科学界定其内涵和调查市场运行状况的基础上,采取实行年度土地出让计划,完善城市住房供应体系和房地产金融体系,健全社会保障体系,发展住宅二级市场和中介服务,合理收取税费、引导理性需求,加强空置住宅销售,完善信息披露、加强对媒体的监督及引导等措施。
[Abstract]:Since the abolition of the welfare housing division system, the real estate market in China has developed rapidly, the completed area of the house has been increasing, and the living level of the residents has been improved. However, problems such as the rising house prices and a large number of housing vacancies have emerged. Especially the housing vacancy, at present, the housing market in our country has the problems of unbalanced supply structure and insufficient effective demand, which leads to the coexistence of high vacancy rate and high demand, and the coexistence of high vacancy rate and housing purchase difficulty. It affects the rational and effective utilization of resources and the distribution of social welfare, which is not conducive to the good operation of the real estate market and the satisfaction of residents' housing demand. The definition of vacancy rate in our country is difficult to reflect the whole operation of stock market, so it is necessary to study it systematically and adjust the vacancy rate to a reasonable level. In this paper, the definition, reasonable range, influencing factors and control policies of vacancy rate of newly built commercial residential buildings in cities are analyzed by combining qualitative analysis with quantitative analysis, taking the housing market in Wuhan as an example. The vacancy rate in the new housing market is calculated and the vacancy characteristics are analyzed, and the linear regression of the vacancy rate and price change rate data from 2004 to 2010 shows that there is a strong linear relationship between the vacancy rate and the price change rate. It is concluded that the reasonable vacancy rate of Wuhan from 2004 to 2010 is about 14.07%, the vacancy situation is generally slightly higher, and there are some problems such as the imbalance of supply structure and the insufficient demand for effectiveness and so on. Then it analyzes the causes of vacancy of newly built commercial houses in Wuhan and the countermeasures and suggestions for regulation and control. On the basis of scientifically defining its connotation and investigating the operation of the market, we should adopt the annual land transfer plan, perfect the urban housing supply system and the real estate financial system, perfect the social security system, and develop the secondary housing market and intermediary services. Reasonable collection of taxes and fees, guiding rational demand, strengthening the sale of vacant houses, perfecting information disclosure, strengthening the supervision and guidance of the media and so on.
