基于目标管理的房地产开发项目成本控制研究

【摘要】:众所周知,房地产行业目前已成为我国的支柱性产业,它的发展对整个经济体系的发展有着非常重要的影响。由于政府各方面宏观调控的政策日益成熟,房地产行业在激烈的市场竞争中将面临着前所未有的困难和挑战,从而对房地产业的项目成本控制和管理水平提出了更高的要求,成本控制的管理水平的好坏决定着房地产企业的经济效益和发展前景。因此,研究房地产行业的成本管理,对于解决房地产成本控制难的问题,进一步提出有效的成本管理对策,促进我国房地产行业的快速稳定发展具有极为重要的意义。 本文从我国房地产行业项目成本控制现状进行论述,提出房地产行业项目成本控制过程中经常出现的问题。文章在研究思路上将从可操作性入手,,注重初步设计,严格招投标制度,及在工程实施阶段的成本控制工作,最大限度的降低开发成本,让成本控制成为公司房地产开发的核心竞争力,成为企业可持续发展的动力。在研究的视角上,本文选择目标管理(MBO)作为执行成本控制的实现途径。目标管理是以目标为导向,以人为中心,以成果为标准,而使组织和个人取得最佳业绩的现代管理方法。本文选择保利(天津)房地产开发有限公司的项目成本控制作为研究范例,运用目标管理理论,对其在房地产项目成本控制的运用进行研究。
[Abstract]:As we all know, the real estate industry has become the pillar industry of our country at present, and its development has a very important influence on the development of the whole economic system. Due to the increasingly mature macro-control policies of the government, the real estate industry will face unprecedented difficulties and challenges in the fierce market competition, thus putting forward higher requirements on the project cost control and management level of the real estate industry. The management level of cost control determines the economic benefits and development prospects of real estate enterprises. Therefore, it is of great significance to study the cost management of real estate industry to solve the problem of real estate cost control, to put forward effective cost management countermeasures and to promote the rapid and stable development of real estate industry in China. This paper discusses the current situation of project cost control in China's real estate industry, and points out the problems that often appear in the process of project cost control in real estate industry. The article will focus on preliminary design, strict bidding system and cost control in the stage of project implementation in order to reduce the development cost to the maximum extent. Cost control has become the core competitiveness of the company's real estate development, and become the driving force for the sustainable development of enterprises. From the perspective of research, this paper chooses MBO as the way to implement cost control. Objective management is a modern management method that is goal-oriented, people-centered, and results-oriented, and enables organizations and individuals to achieve the best performance. In this paper, the project cost control of Poly (Tianjin) Real Estate Development Co., Ltd. is selected as a research example, and its application in real estate project cost control is studied by using objective management theory.
