中国城镇住房保障改革路径研究
[Abstract]:The housing security problem of urban residents in China is accompanied by the monetization reform of housing distribution. As a necessity for survival and development, housing has dual attributes of both commodity and welfare. Housing security is a basic responsibility of the state. The government must deeply grasp the fundamental property of housing when developing the real estate market. It must always take the protection of the basic housing needs of urban residents as the core objective of the development of the housing industry. At the same time, through the construction of relevant supporting systems, the housing market will be promoted. The main role of the government in the construction of housing security system is to protect the basic housing rights of residents according to law, macro-control the housing market, design the top-level housing security system and related supporting systems, and specific housing security system. Operation is monitored and managed.
The road of housing market-oriented development and the housing security system for low-income families are not two completely independent propositions. The development of housing market and the guiding ideology of housing industry largely determine the demand of the whole society for housing security. A healthy and stable housing market should always meet the basic housing needs of residents. This change of concept is crucial to the long-term healthy development of the housing industry. The high industrial relevance of the housing industry and the reality of "less land and more people" in Chinese cities and towns highlight the urgency of this change.
This paper discusses the reform and perfection of the housing security system from the perspective of the development of housing industry and the transformation of government functions. The conclusion is that the government must change its concept, guide the healthy development of the housing market, perfect the supporting system of housing security, and fundamentally solve the current housing security problems in China.
