我国绿色公共投资效率研究

【摘要】:21世纪的来临,随着经济的快速增长,我们也面临着许多考验,比如在发展社会经济的同时,如何才能规避自然与环境资源的巨大牺牲,如何在环保与资源节约两型社会中发展可持续的国民经济,如何使公共投资的效率最优,,这些既是世界各国关注的问题,也是我国社会经济可持续发展面临的问题。当前对于绿色公共投资效率的情况来看,尽管我国绿色公共投资总额每年都在增加,但是相对于其自身的高速增长,绿色公共投资的效率是比较差的,其投资的规模值还远远达不到最优规模值。因此,研究我国绿色公共投资的效率有其必要性,它能为我国实现可持续发展、构建和谐社会等方面提供一些理论基础,还能提供一些改善绿色公共投资效率的政策建议。 本文吸收了一些其他学者在相关领域的研究成果,结合相关理论分析,即投资和公共投资、绿色公共投资与可持续发展原理、绿色公共投资效率及计量方法原理等,对我国绿色公共投资的经济效率、规模效率、结构效率以及各省份绿色公共投资经济效率进行了实证分析,得到的主要结论是: (1)我国绿色公共投资经济效率的平均值较低,投入资源冗余较多,未达到经济效率最优,随着我国政府对绿色公共投资资金的逐年增加,还存在着绿色公共投资规模递减的问题。 (2)我国大部分地区的绿色公共投资都存在DEA非效率现象,这也提醒我国中央和地方政府部门要注意绿色公共投资在各个区域之间的分配,以及根据各个地区的实际情况制定一些合理的政策。 (3)实证得到我国绿色公共投资最优规模值是占GDP的8.62%,而1982-2011年期间绿色公共投资的规模值都还不足2%,可见我国绿色公共投资存在规模不足,还具有非常大的增长空间。 (4)我国绿色公共投资结构效率到2000年前后出现了分水岭,2000年之后,结构效率得到了显著提升。但从国际横向比较来看,与发达国家和一些发展中国家相比,我国绿色公共投资的结构效率相对较低,还存在较大的提升空间。 综上所述,我国绿色公共投资的效率是:经济效率未达最优、资源冗余,投资规模不足,结构效率较低等。针对这种现象,并从理论结合实际的方法,提出改善我国绿色公共投资效率的政策建议。
[Abstract]:With the advent of the 21st century, with the rapid economic growth, we are also facing many challenges, such as how to avoid the huge sacrifice of natural and environmental resources while developing social economy. How to develop a sustainable national economy and how to optimize the efficiency of public investment in the society of environmental protection and resource conservation are not only the problems concerned by all countries in the world, but also the problems that our country faces in the sustainable development of social economy. At present, for the efficiency of green public investment, although the total amount of green public investment in China is increasing every year, compared with its own rapid growth, the efficiency of green public investment is relatively poor. Its investment scale value is far from reaching the optimal scale value. Therefore, it is necessary to study the efficiency of green public investment in China. It can provide some theoretical basis for the realization of sustainable development and construction of a harmonious society in China, as well as some policy suggestions to improve the efficiency of green public investment. This paper absorbs the research results of some other scholars in related fields, and combines the relevant theory analysis, that is, investment and public investment, green public investment and sustainable development principle, green public investment efficiency and measurement method principle, etc. This paper analyzes the economic efficiency, scale efficiency, structural efficiency and economic efficiency of green public investment in various provinces of China. The main conclusions are as follows: (1) the average economic efficiency of green public investment in China is low, the input resources are redundant, and the economic efficiency is not optimal. There is also the problem of diminishing green public investment. (2) DEA inefficiency exists in most of the green public investment in China, which also reminds the central and local government departments to pay attention to the distribution of green public investment among different regions. And according to the actual situation in various regions to formulate some reasonable policies. (3) the optimal scale of green public investment in China is 8.62% of GDP, but the scale value of green public investment in 1982-2011 is still less than 2. It can be seen that the scale of green public investment in China is insufficient and has a very large growth space. (4) the structural efficiency of green public investment in China has been marked by a watershed since the year 2000, and the structural efficiency has been greatly improved since 2000. However, compared with developed countries and some developing countries, the structure efficiency of green public investment in China is relatively low, and there is still much room for improvement. To sum up, the efficiency of green public investment in China is that the economic efficiency is not optimal, the resources are redundant, the scale of investment is insufficient, and the structural efficiency is low. Aiming at this phenomenon and combining theory with practice, the paper puts forward some policy suggestions to improve the efficiency of green public investment in China.
