城镇廉租住房退出机制的重新构建——以上海为例

【摘要】：退出机制是住房保障领域的世界性难题,在中国这个保障资源稀缺的国家尤为重要。本文以廉租房退出机制的三大组成部分——退出条件设定、退出住户甄别和退出方式设计来重塑其模式。以差异化、人性化和动态化的设计理念,构建动态定量模型测算被保障家庭的收入与资产退出标准,从而改变目前简单将退出与准入标准挂钩的做法。在深入分析和借鉴国内外经验基础上,系统设计廉租房退出过渡期、租金动态调整和奖惩结合等退出管理方式,为相关政策制定提供可行的建议。
[Abstract]:Exit mechanism is a worldwide problem in the field of housing security, especially in China, where security resources are scarce. In this paper, the three major components of the exit mechanism of low-rent housing, namely, the setting of exit conditions, the design of exit screening and the design of exit mode, are used to reshape its model. Based on the concept of differentiation, humanization and dynamic design, this paper constructs a dynamic quantitative model to calculate the income and asset withdrawal standards of protected households, thus changing the current simple practice of linking exit with admission criteria. On the basis of in-depth analysis and reference of domestic and foreign experiences, this paper systematically designs the exit management methods of low-rent housing in transition period, dynamic rent adjustment and combination of rewards and punishments, and provides feasible suggestions for the formulation of relevant policies.
