煤炭资源型城市竞争力的系统演化与仿真研究

【摘要】:资源是人类生存发展的物质基础,城市是人类文明进步的主要载体。这两个问题,都是人类共同面对的重大问题,两者结合,即资源型城市问题,又构成了一个相对独立、备受关注的重大问题。资源型城市中,最典型的是煤炭资源型城市。 煤炭型资源型城市承载着重要的历史背景,也面临着许多重大的现实问题。建国后,这些城市为新中国经济的发展和工业化体系的建立贡献了重要力量。但是煤炭资源的储量是有限的,多年大量的持续的开采,必然带来成本的增加、资源减少,从而使得煤炭产业的获利减少,煤炭主导产业的发展速度放缓,并产生了工人失业、环境污染等一系列社会问题。有些城市的发展甚至面临难以为继的局面,城市综合竞争力迅速下降。因此,如何从城市系统的角度入手,分析煤炭资源型城市系统的自组织特性、城市竞争力系统的竞争与协同演化,成为提升竞争力的关键。从系统角度研究城市竞争力提升,一方面有利于丰富和发展煤炭资源型城市竞争力理论;另一方面有利于为煤炭资源型城市的管理实践及政策制定等提供参考,对促进这类城市的健康持续发展具有重要的理论和实践意义。 本文首先阐述了资源型城市的定义与分类,分析了煤炭资源型城市的特征及其经济发展规律,基于煤炭资源型城市竞争力的概念及其系统性特征,明确了提升煤炭资源型城市竞争力目标,探究煤炭资源型城市竞争力内在机理,选择耗散结构理论、自组织理论和系统动力学理论作为研究的理论工具,,为煤炭资源型城市竞争力的深入研究奠定理论基础。 立足于自组织理论和系统演化的视角,从中观角度入手,构建了具有多样性和复杂性的煤炭资源型城市系统自组织特性和演化过程中内在机制。据此,剖析城市系统竞争力演化的本质和动因。从驱动煤炭资源型城市系统竞争力的形成和强化力量着手,探究了与之相关的涨落机制、协同机制以及基于转型熵的城市竞争力提升机制。 借鉴煤炭资源型城市与煤炭资源型城市竞争力理论的研究范式,同时充分考虑指标的可获性和协调性等因素,以资源环境、经济环境、生态环境、科技环境、社会环境、开放环境和产业环境为二级指标,构建了具有较强系统性的煤炭资源型城市竞争力评价的指标体系。利用结构方程模型建模型及相应的参数设定,对初始构建的指标体系进行了筛选,继而利用因子分析法构建了煤炭资源型城市竞争力评价模型并选取实证对象进行了模型应用。 依据自组织理论原理,本文对煤炭资源型城市竞争力的子系统之间的功能耦合和循环互动并促使系统向高级有序方向演化的内在关系及构成进行了阐述。在此基础上依据协同学中序参量的特征从城市竞争力系统内部探寻慢变量,进而确定煤炭资源型城市竞争力系统的子系统协同能力和竞争力水平为系统的序参量,并就序参量对城市竞争力系统的协同演化影响进行了分析。基于系统协同演化分析,构建了煤炭资源型城市竞争力系统资源协同演化模型并对实证对象进行测度。 结合城市竞争力各子系统和各级指标之间的相互影响关系和因子分析得到的城市竞争力评价结果,利用系统动力学原理,基于城市竞争力系统内在的竞争演化过程,构建城市竞争力系统演化模型。分析了各资源要素之间的相互作用关系对竞争力系统演化的影响,并利用仿真模型进行了动态演化仿真。在此基础上,从提升煤炭资源型城市竞争力的视角,分别适度调整不同的变量输入,对仿真模型进行了修正。 基于煤炭资源型城市竞争力评价、竞争力系统资源协同度测度和竞争力系统仿真演化分析,借鉴城市竞争力模型的通用范式,并针对煤炭资源型城市的特点,特别是黑龙江省四煤城,提出了煤炭资源型城市竞争力的提升思路,并具体从资源环境、经济环境、生态环境、科技环境、社会环境、开放环境和产业环境七个方面提出了煤炭资源型城市竞争力提升的对策。
