武汉市保障性住房运行模式研究
[Abstract]:Housing is the basic right and requirement of human existence and development, and the premise and foundation of social stability and harmonious development. The housing problem, especially the housing security problem of low-income groups, has been highly concerned by governments all over the world. Under the guidance of macro policy of our country, Wuhan is one of the earliest cities to carry out the construction of affordable housing. Since 1994, Wuhan has approved the construction of the first batch of affordable housing projects, so far, Wuhan has initially completed a relatively perfect housing security system. However, with the acceleration of urbanization and the high concentration of industry and population in Wuhan as the center city of central China, there is a huge demand for urban land and housing supply, and Wuhan is also facing a shortage of land supply. Land price, house price rising too fast, low and middle income people can not afford the rapid growth of housing prices and a series of social problems related to people's livelihood. Therefore, in order to alleviate the housing contradictions and maintain social stability, Wuhan needs to combine the actual situation of the city and the characteristics of affordable housing construction and management, constantly find problems, solve problems, and further improve the housing security system in Wuhan. Based on the perspective of management, this paper combines quantitative and qualitative analysis, theoretical analysis and empirical research, based on the relevant theoretical research and policy combing of affordable housing. This paper analyzes the operation status and existing problems of the indemnificatory housing in Wuhan. On the basis of comparing and analyzing and summing up the successful operation mode of the indemnificatory housing at home and abroad, it expands the security scope and innovates the security mode. Perfect the security mechanism in three aspects to optimize the operation mode of the affordable housing in Wuhan, which proposes to bring the floating population and the newly graduated college students into the scope of the housing security in Wuhan, and to innovate the combination of the rental and sale of the affordable housing in Wuhan. The whole process of applying, entering, distributing, supervising and withdrawing from the application, access, distribution, supervision to exit of the subsidized housing in Wuhan is optimized through the security mode of mainly rent and rent subsidy, supplemented by physical subsidy. Finally, it constructs the "internal circulation" operation mode of the indemnificatory housing in Wuhan. Under the background of the country's proposal to set up a housing security system, coordinate urban and rural areas and speed up the development of urbanization, this paper systematically explores the theoretical system and logical framework of affordable housing. It is helpful to reveal the inherent law of the development of affordable housing and to enrich and perfect the theory of housing security. At the same time, on the basis of field investigation, finding out problems and summing up experience, this paper constructs the operating mode of "internal circulation" of affordable housing, which accords with the characteristics of Wuhan City and has certain maneuverability, which can be used for reference by government policy-making departments. Has certain realistic significance.
