住房公积金制度与公租房制度关系研究

【摘要】:住房是一种权利。我国住房保障制度自1980年至今经历了30多年的发展,逐步建立起包括经济适用房、廉租房、住房公积金、公租房在内的住房保障体系。可以说,现行体制对于帮助人们解决住房问题、提高居住水平和推动经济社会健康发展都具有相当重要的意义。建立完善的住房保障制度,为公民提供更多、更好的社会福利,是世界各国一直努力的方向,同时也是各国政府面临的挑战。住房保障体系内的公租房政策是最新制定的,旨在保障“夹心层”居住的权利,针对性较强;而自1999年开始实行的住房公积金制度,受众范围最广,是我国最具普遍性的住房保障制度。那么,它们各自具有什么特点,,发挥了什么作用,在实施过程中又面临怎样的困境?进而探讨二者间关系:能否互为补充,互相促进,推动我国住房保障制度科学、健康发展?这是本文论证的目的。 本文首先对住房保障的一些概念进行了界定,然后介绍了研究的理论渊源——马克思主义社会保障理论,主要包括马克思对资本主义工业化的考察、恩格斯关于解决城市住宅问题的认识等。文章继续介绍了国内外住房保障制度发展情况,其中国外方面重点介绍了三个国家的先进经验;国内方面,回顾了我国住房保障制度的发展历程,归纳总结了制度设计的初衷和特点,并指出了存在的缺陷和不足。文章重点对住房公积金和公租房制度进行对比说明,具体区分了两者的保障范围、作用形式和存在的局限性。最后,提出了本文的观点:住房公积金和公租房制度互为补充,住房公积金可以投资公租房建设、可以提取用于支付房租等。而公租房政策则可以暂时解决住房公积金对于新缴存职工保障作用薄弱的问题。
[Abstract]:Housing is a right. The housing security system of our country has been developed for more than 30 years since 1980, and the housing security system including comfortable housing, low-rent housing, housing accumulation fund and public rental housing has been established step by step. It can be said that the current system is of great significance to help people solve the housing problem, improve the living level and promote the healthy development of economy and society. To establish a perfect housing security system to provide more and better social welfare for citizens is the direction of all countries all over the world, but also the challenge that governments are facing. The public rental housing policy in the housing security system is the latest to ensure the "sandwich layer" of the right to live, targeted; The housing provident fund system, which has been implemented since 1999, has the widest audience and is the most universal housing security system in China. So, what are their respective characteristics, what role have they played, and what difficulties they face in the process of implementation? Then discusses the relationship between the two: can complement each other, promote the scientific housing security system, healthy development? This is the purpose of this paper. This paper first defines some concepts of housing security, then introduces the theoretical origin of the research-Marxist social security theory, mainly including Marx's investigation of capitalist industrialization. Engels' understanding of solving urban housing problems. The article continues to introduce the development of housing security system at home and abroad, in which the foreign side focuses on the advanced experience of three countries; At home, the author reviews the development of the housing security system in China, summarizes the original intention and characteristics of the system design, and points out the defects and shortcomings. This paper focuses on the housing accumulation fund and the public rental housing system, specifically differentiating the scope of protection, the form of action and the limitations of the two. Finally, this paper puts forward the point of view: housing provident fund and public rental housing system complement each other, housing accumulation fund can be invested in public rental housing construction, can be extracted to pay rent and so on. The public rental housing policy can temporarily solve the housing accumulation fund for the new pay-in-employee security problem.
